2 Objectives 1.Capacity building and strengthening local governments on urban and environment management based on their needs by promoting learning networking among them in 5 regions 2.Support decentralization policy on good governance into local action

3 Structure of Regional Learning Networks-RLN 5 Regional Coordinating Centers (RCCs) 1.North; Chiang Rai Municipality 2.East; Muangklang Munucupality 3.Central; Nakhonprathom Municipality 4.Northeast; Khonkaen Municipality 5.South; Songkhla Municipality Municipalities (Members of network) Regional Academic Institutes (Technical support) Focal point (Municipality League of Thailand;NMT) 2 1 5 3 4 Advisory group committee Government bodies, Academic institutes, and NGOs

4 1. what does make these collaborative programs effective? Support from national bodies, local government association (LGA), and academic institutes Understanding, interest, and creativity of municipalities which are RCCs Proper plan and activities to move the network RCC coordinator Regular meeting among 5 RCCs

5 2. what are the challenges? Change of political leadership both in LGA and RCCs Lack of planning by RCCs to make RLN active Lack of clarity on issues to be focused jointly Contribution to RCCs by membership and LGA

6 3. How they have helped to overcome social, political, and environmental challenges to adaptation SOCIAL CHALLENGES POLITICAL CHALLENGES ENVIRONMENTAL CHALLENGES Better relationship among LGs in 5 regions to make easier to joined effort on solving common problems More authority to negotiate with government and/or others organizations Support for good governance Achievement to be used as an advantage for election campaign Show local action towards decentralization policy Shortcut to learn from good practices especially on urban and env. Problems Common environmental problems can be solved by networking approach

7 Our RLN is alive and linked to ASEAN! We now have an expanded network to more than 20 cities in five countries in Southeast Asia (Vietnam, Cambodia, Philippines, Indonesia, and Thailand) under Network DELOSEA.
