FGDC Coordination Group Meeting – December 5, 2006 To advance and implement the Marine and Coastal National Spatial Data Infrastructure, working to develop strategic partnerships, relevant standards, and enhance access to and utility of coastal and ocean framework data FGDC Marine and Coastal Spatial Data Subcommittee Mission

FGDC Coordination Group Meeting – December 5, 2006 Subcommittee Objectives Promote standards in marine and coastal spatial data financed in whole or in part by Federal funds Exchange information on technological improvements for collecting marine and coastal spatial data Encourage the Federal and non-Federal community to identify and adopt standards and specifications for marine and coastal spatial data Engage in partnerships to develop marine and coastal data

FGDC Coordination Group Meeting – December 5, 2006 Authority and Drivers OMB Revised Circular A-16 Revised circular places more emphasis on marine and coastal data NSDI data themes listed of marine and coastal interest –Baseline –Offshore Cadastre –Bathymetry –Geodetic Control –Shoreline –Offshore Minerals –Marine Boundaries –Marine Transportation U.S. Commission on Ocean Policy Recommendations “The Federal Geographic Data Committee (FGDC) should coordinate federal ocean and coastal mapping and charting activities with the goal of creating standardized, easily accessible national maps” National Research Council Coastal Mapping and Charting Recommendations NRC study suggests the MCSD SC pursue shoreline coordination and coastal and ocean data access

FGDC Coordination Group Meeting – December 5, 2006 Data Stewardship/Data Access –Focus on hydrographic (including nautical charting and bathymetry), shoreline, marine cadastral, benthic (ocean floor), and coastal remote sensing data –Data access via Geospatial One-Stop and agency specific sites (NOS Data Explorer for example) Standards –Develop, review, and promote various standards Partnerships –Marine Boundary Working Group –Interagency Working Group on Ocean and Coastal Mapping Outreach –Workshops, trainings, and marketing materials –Metadata curriculum for coastal and marine community –GeoTools conferences Subcommittee Focus Areas

FGDC Coordination Group Meeting – December 5, 2006 Recent Accomplishments and Work Plan Membership –25 active members and over 100 subscribed to MCSD list server Key Activities –Forwarding National Shoreline Data Content Standard for review (Jan 07) –Coordinating with the Integrated Working Group on Ocean and Coastal Mapping on the development of an inventory system for coastal and marine mapping programs and databases –Developed and maintain Hurricanes Community on the Geospatial One-Stop Portal, while also maintaining the Oceans and Coasts community –Supporting Marine Boundary Working Group Multipurpose Marine Cadastre project –Hosting special topic meeting of MCSD on shoreline data (April or May 2007) –Updating Coastal Metadata Reference Guide –Hosting GeoTools ’07 Conference in March 2007

FGDC Coordination Group Meeting – December 5, 2006 Marine Boundary Working Group Working Group Objectives Provide a venue for communicating and coordinating on Marine boundary activities Foster integrated approaches to legal and geospatial descriptions of marine boundaries Maximize use of public resources to avoid duplication of effort Develop marine boundary dissemination mechanisms Develop standardized methodologies to produce more complete, accurate, and usable marine boundary data Background Started in 2001 Chairs – Steve Kopach (MMS) and Cindy Fowler (NOAA)

FGDC Coordination Group Meeting – December 5, 2006 Recent Accomplishments and Work Plan Membership –25 active members and over 100 subscribed to MBWG list server Accomplishments in 2006 –Marine Managed Areas: Best Practices for Boundary Making Handbook –Initiated the Multipurpose Marine Cadastre project –Sponsored and held a special mapping session at the International Submerged Lands Management Conference –Continued to develop a comprehensive list of marine boundary data, agencies of responsibility, and associated legislation Emerging Issues –Developing a distributed system for marine boundaries and associated data Next Steps –Outreach for Best Practices for Boundary Making Handbook –Continued sponsorship of the International Submerged Lands Management Conference –Development of a prototype system for visualizing and distributing national marine boundaries (multipurpose marine cadastre) –Engaging the states in the activities of MBWG
