1 District of West Kelowna Road Standards (Arterials and Collectors) October 25, 2011 Engineering Department

2 Road Classifications Arterial Efficiently accommodate relatively high traffic volumes Provide continuous routes through and across neighbourhoods Limited/no direct access to adjacent properties Generally no on-street parking Collector Efficiently accommodate traffic from/between local neighbourhoods and business areas Provide connections/access to arterial roads Limited direct access to adjacent properties Limited/managed on-street parking Local Provide access to all properties On-street parking generally allowed

3 Urban/Rural Urban Better Standard (Structure) Lower Maintenance Cost Longer ‘Life’ Rural Lower Capital Cost Higher Maintenance Costs Shorter ‘Life Cycle’ Generally Reduces Capital Funding Requirements (including DCC’s) Practicalities Many Existing Rural Roads Very Expensive to ‘Urbanize’ Suggest focusing on improving pavement structures – urbanize major facilities It’s a judgement call – approach can be changed at a later date

4 Note These are recommendations based on current and projected conditions Adopting the recommendations will help to guide future decisions/development of the road network - Provides some consistency This is an ‘iterative process’ - Plan can be amended at any time - This is usual – especially for a new municipality
