COMPLIANCE SAFETY ACCOUNTABILTY FMCSA ANALYSIS & INFORMATION ONLINE

2 PRESENTATION OVERVIEW Introduction Safety Measurement System Accessing public website (A & I online) Evaluating BASIC scores Proposed Safety Fitness Determination

3 SMS CARRIER SAFETY MEASUREMENT SYSTEM –Centerpiece of CSA initiative –Seven Behavior Analysis Safety Improvement Categories (BASICs) –Will eventually feed new carrier Safety Fitness Determination

4 SMS VS. SAFESTAT SMSSafeStat Organized by seven Behavior Analysis and Safety Improvement Categories (BASICs) Organized in four broad categories known as Safety Evaluation Areas (SEAs) Identifies safety problems to determine who to investigate and where to focus the investigation Identified motor carriers for a compliance review Emphasizes on-road safety performance using all safety-based inspection violations Originated from roadside inspections and used only out-of- service and moving violations Violations are weighted based on relationship to crash risk Violations not weighted based on relationship to crash risk

5 SMS Uses crash data and ALL violations from roadside inspections to determine carrier/driver safety Weights time and severity of violations based on relationship to crash risk Triggers the intervention process (eventually will feed the proposed Safety Fitness Determination) Calculates safety performance based on 7 Behavior Analysis and Safety Improvement Categories (BASICs)

6 SEVEN BASICs Unsafe Driving (Part 392, 397) Fatigued Driving (Parts 392 and 395) Driver Fitness (Parts 383 and 391) Controlled Substances/Alcohol (Part 382 and 392) Vehicle Maintenance (Parts 393 and 396) Cargo (Part 393) Crash Indicator

7 BASICs Points from inspection and crash data totaled “BASIC Measure” determined by dividing total of event scores by “normalizing factor” Carrier’s are peer grouped in each BASIC Percentile ranking assigned in peer group (this is the “BASIC Score”)

8 ANALYSIS OF BASIC SCORES Each BASIC has an intervention threshold When exceeded an ALERT is posted Carriers are subject to FMCSA intervention if above the threshold in a BASIC

9 INTERVENTION Intervention Thresholds by Motor Carrier Type BASIC Genera l Hazardous Materials (HM) Carrier Passenger Carrier Unsafe Driving≥65%≥60%≥50% Fatigued Driving (Hours-of-Service)65%60%50% Driver Fitness80%75%65% Controlled Substances and Alcohol80%75%65% Vehicle Maintenance80%75%65% Cargo-Related80%75%65% Crash Indicator65%60%50%

22 CARRIER SAFETY RATING The proposed Safety Fitness Determination (SFD) is tied to pending regulations and requires a major change in rule making Proposed rule due to be published during the 1 st half of 2011

23 PROPOSED SAFETY RATING CONTINUE TO OPERATE No BASIC score over the intervention threshold MARGINAL Above the threshold in any BASIC UNFIT Carrier subject to being placed out of service

24 SUMMARY CSA HAS 3 MAJOR COMPONENTS MEASUREMENT –ROAD SIDE INSPECTIONS & CRASH DATA –SMS EVALUATION –BASIC THRESHOLDS –PROPOSED SFD INTERVENTION –EARLY CONTACT WITH CARRIERS –MULTIPLE LEVELS OF CONTACT
