4 SMS VS. SAFESTAT SMSSafeStat Organized by seven Behavior Analysis and Safety Improvement Categories (BASICs) Organized in four broad categories known as Safety Evaluation Areas (SEAs) Identifies safety problems to determine who to investigate and where to focus the investigation Identified motor carriers for a compliance review Emphasizes on-road safety performance using all safety-based inspection violations Originated from roadside inspections and used only out-of- service and moving violations Violations are weighted based on relationship to crash risk Violations not weighted based on relationship to crash risk

5 SMS Uses crash data and ALL violations from roadside inspections to determine carrier/driver safety Weights time and severity of violations based on relationship to crash risk Triggers the intervention process (eventually will feed the proposed Safety Fitness Determination) Calculates safety performance based on 7 Behavior Analysis and Safety Improvement Categories (BASICs)

7 BASICs Points from inspection and crash data totaled “BASIC Measure” determined by dividing total of event scores by “normalizing factor” Carrier’s are peer grouped in each BASIC Percentile ranking assigned in peer group (this is the “BASIC Score”)

8 ANALYSIS OF BASIC SCORES Each BASIC has an intervention threshold When exceeded an ALERT is posted Carriers are subject to FMCSA intervention if above the threshold in a BASIC
