3 Contrary to Popular Belief – This is not a closed Topic The sport of ATV / UTV riding continues to grow in popularity This provides constant pressure on State / Counties / Towns The Town has been monitoring the activities from afar Recent events/dynamics have caused us to elevate the discussion Thus, the basis for the Survey Keeping informed is the best way to address any issue Keeping everyone on the same page Understand the issues, players, dynamics Educate ourselves, because We will be facing some decisions in the near future 3 Musky Capital of the World ® Why are we Talking about This ?

7 State Government Recently legislated that DNR take action to amend Master Plans Inventory & Develop plan for all department Roads Designate 75% of Forest Lands as Forest Production Areas DNR Master Plans DNR Administrative Code NR44: Defines procedures for master planning for department properties. These master plans include ‘usage’ of the property Plan life is 15 years Natural Resources Board (NRB) approves all plans & amendments All State Forests have an active Master Plan: North Highland-American Legion (NHAL), Peshtigo River, Black River Flambeau River, Coulee Experimental, Governor Knowles Brule River (expires 2017) 7 Musky Capital of the World ® What else is going on……….

8 DNR must comply with & implement Wis. Stat. s. 23.116(3) “The department shall inventory and map all roads that are located on each department property. Each map will designate which roads are open to the public for use of motorized vehicles and shall state when each road is open or close for such use. For each department property, the department shall work with members of the public, governmental units, and other interested parties to prepare a plan for allowing the public to use motorized vehicles on the department property. …….” Note: Northern State Forests have approximately 1,000 miles of existing roads open to public vehicles DNR must comply with & implement ACT 55 2015 “the department of natural resources shall amend the master plans of all state forests except for the southern state forests, as defined in section 27.016(1)(c) of the statutes, and except for Governor Knowles State Forest so that 75 percent of all land in those state forests combined is classified as a forest production area.” 8 Musky Capital of the World ® Wisconsin has Legislated DNR Action

9 DNR has approved ‘the initiation of the planning process’ ‘……The department to begin preparing assessment documents and engage the public and partners early in the process.’ Simultaneous Review of ‘All the State Forests’ Master Plan Review: Brule River Master Plan Amendment: North Highland-American Legion (NHAL), Peshtigo River, Black River Flambeau River, Coulee Experimental, Governor Knowles Approved 1FEB2016, Completed by DEC2017 Amendment Process Focus: Motorized Road Access: Inventory & Develop plan for all department Roads Land Management Classification: Designate 75% of Forest Lands as Forest Production Areas 9 Musky Capital of the World ® DNR-NRB Has Authorized Master Plan Review

10 Given: DNR is going to be evaluating usage of State Forest land Modifications to the Master Plans are almost certain What those changes will be……has not been decided Given: DNR must engage the Public on both Topics Sometime this summer? …… Speculation at this point What, When, Where - unknown Given: This will not conclude in the near term Review & Recommendation Process to be completed by DEC2017 Estimate 18-24 months before modifications are implemented Per the DNR…. “Even with the minor decision action, to initiate the planning process, this item may generate noticeable interest from stakeholders as the item shows the department’s intent to engage in planning for two plan elements with high level of interest. In addition, the planning effort includes some of the department’s largest state owned properties with high public use and management. In particular, we anticipate motorized road access on the Northern Highland American Legion State Forest in Vilas, Oneida and Iron counties will generate significant public interest.” 10 Musky Capital of the World ® What Does it all Mean? 11 Motorized Vehicle Usage of Forest Roads Usage by Non-Licensed Motor Vehicles (None, Full, Limited) Restrictions to current usage Currently allowed: Pedestrian, Bike, Car, Truck, Jeep, Dual Sport Motorcycles, Snowmobiles Designated Forest Production Areas Designated Production Areas may Increase or Decrease, or move within a given forest. 75% target is balance across all lands Opportunity to redefine Production Areas & restrictions (ie: Buffer Zones) Proximity to town & county roads Proximity to Camps, homes, towns, etc Off the Record, this effort may also result in additional Land sales 11 Musky Capital of the World ® What Does it all Mean?
