2 Chang Kee JungELBNF Meeting, January 2015 Introduction  Since the P5 deliberation of their recommendations in May 2014, the interim International Executive Board (iIEB) has worked together with the major stakeholders to produce minimum necessary governance documents to usher the LBNE  LBNF/ELBNF reformulation process under the leadership of Fermilab Director  iIEB put a special emphasis that the scopes of these governance documents be limited such that the newly formed collaboration can establish their own governance rules and determine detailed collaboration structure and organization  On the other hand, iIEB also recognized that in order for us not to lose momentum and cause a delay in the project, the reformulation process must move efficiently and swiftly

7 Chang Kee JungELBNF Meeting, January 2015 The Most Critical Feature in WLIG  Separation of responsibilities for “Facilties” and “Detectors” –Facilities (LBNF)  Responsibility of the host lab (Fermilab) ⁃ Includes the accelerator complex, neutrino beamline, conventional facilities near and far detector sites –Detectors (ELBNF)  Responsibility of the experimental collaboration (ELBNF) ⁃ Includes near and far detector design, construction and operation, and doing scientific research using these detectors –Based on the LHC model ⁃ But this is not so much different from other collider experiments, such as TeVatron, B-factory and LEP experiments

8 Chang Kee JungELBNF Meeting, January 2015 The LHC Model  We adapt the LHC model, with an international detector collaboration, a host lab providing infrastructure, and appropriate international oversight bodies –The detector projects are in the hands of the new international collaboration, with appropriate oversight by stakeholders –The LBNF facility infrastructure is a DOE/Fermilab project, in collaboration with international partners –International oversight and coordination is provided by an International Joint Oversight Group (IJOG), and subsidiary groups: ⁃ Resource Review Board ⁃ Experiment-Facility Interface Group ⁃ Long Baseline Neutrino Committee (LBNC), a sub-committee of Fermilab Physics Advisory Committee

9 Chang Kee JungELBNF Meeting, January 2015 General Observations  The new international collaboration should develop the science strategy, design, and optimization of the experiment (“bottom–up process”). This will attract the best scientists and result in the best experiment  Design of the experiment cannot be limited to the detectors since, e.g. beam optimization will play a crucial role. The Collaboration must have a well defined interface to the infrastructure  Bottom-up experimental design must iterate with funding agencies to make sure scope matches resources. This will require global coordination to ensure that resources are identified for all elements of the experiment

11 Chang Kee JungELBNF Meeting, January 2015 International Joint Oversight Group (IJOG)  IJOG will be made up of representatives from each funding agency involved in the neutrino program and provides global coordination across the entire enterprise  IJOG will be chaired by DOE-HEP which represents the U.S. as the host country  During the formative stages of LBNF and ELBNF, the IJOG would develop the overall division of responsibilities for the construction of detectors and facilities, in the context of bi-lateral agreements and/or subsidiary agreements between DOE/Fermilab and other stakeholders  The IJOG would meet as needed to review progress, approve updates to the overall strategic plan presented by Fermilab as host lab  As IJOG is a “high-flying” entity, it will set up a “Resource Review Board” for a close monitoring of LBNF and ELBNF  Fermilab Director is in discussion with relevant bodies to form this group

13 Chang Kee JungELBNF Meeting, January 2015 Resource Review Board (RRB)  To provide more focused monitoring of LBNF and ELBNF, the IJOG will create one or more RRB’s, made up of representatives of that project’s funding agencies and Fermilab management  The RRB will be chaired by a representative of Fermilab Director  RRB’s roles include: –Coordinating the development of Memoranda of Understanding –Monitoring the Common Projects and the use of the Common Funds –Monitoring the general financial and manpower support –Resolving issues that may require reallocation of responsibilities among the project’s funding agencies –Reaching agreement on a maintenance and operation procedure and monitoring its functioning

14 Chang Kee JungELBNF Meeting, January 2015 Resource Review Board (RRB)  The Collaboration and project management provide regular reports to the RRB on technical, managerial, financial and administrative matters  The RRB meets twice a year or as needed, and reports to the Fermilab Director and to the IJOG  It is expected that it will take a while to form RRB

16 Chang Kee JungELBNF Meeting, January 2015 Fermilab Roles and Responsibilities  Fermilab will host LBNF and ELBNF, with substantial international participation in both. Management of LBNF and oversight of ELBNF are delegated to Fermilab by DOE-HEP  Fermilab is directly responsible for the design, construction, installation, commissioning and operation of the facilities and infrastructure that support LBNF: –The neutrino beamline, including the primary proton beamline, target, horn, decay pipe, absorber, and all primary and secondary beamline instrumentation –The major technical infrastructure necessary to support the near and far detectors, including cryogenic systems and cryostats –The conventional facilities for the beamline and near detector on the Fermilab site and for the far detector at the Sanford Underground Research Facility  Fermilab will work with international partners in designing and building these facilities

17 Chang Kee JungELBNF Meeting, January 2015 Fermilab Roles and Responsibilities  As the host lab, Fermilab will provide oversight for both the facility and detector construction projects, through mechanisms including: –Regular meetings with Collaboration leadership –Approving the selection of ELBNF spokespersons –Providing the Technical and Resource Coordinators –Convening and chairing the Resource Review Board(s) –Convening international peer review by the Fermilab Physics Advisory Committee through LBNC –Convening meetings of the Experiment-Facility Interface Group –Director’s reviews of specific management, technical, cost, and schedule aspects of the construction projects

19 Chang Kee JungELBNF Meeting, January 2015 ELBNF Collaboration Roles and Responsibilities  The new Collaboration is a self-organized entity bringing together scientific groups from around the world to perform this experiment. It is responsible for: –The formulation of the scientific strategy and corresponding scientific and technical requirements on the detector systems and neutrino beam line –The design, construction, installation, commissioning and operation of the near and far detector systems –The scientific research program conducted with the detectors and LBNF neutrino beam  Organization of the Collaboration will be determined by the Collaboration in consultation with the IJOG and Fermilab

20 Chang Kee JungELBNF Meeting, January 2015 Project Management within ELBNF  The management of the detector construction project will be delegated to a project management team chosen by the collaboration  This team will be led by a Technical Coordinator (TC) and a Resource Coordinator (RC)  The TC and RC are selected by the Collaboration with the agreement of the Fermilab Director and becomes Fermilab employees for the duration of the project  The TC and the RC report to the ELBNF Spokespersons and to the Fermilab Director.

22 Chang Kee JungELBNF Meeting, January 2015 Experiment-Facility Interface Group (EFIG)  An Experiment-Facility Interface Group will be established to oversee and ensure the required coordination both during design, construction and the operational phases of neutrino program. This includes: –Interface between the detector systems provided by the Collaboration and the technical infrastructure of LBNF –Design and operation of the LBNF neutrino beamline. This is a particularly important activity, since the neutrino-energy spectrum and other characteristics of the neutrino beam, and the ability to measure those characteristics, are a crucial part of the long-baseline experimental program.  The EFIG comprises Fermilab management, Collaboration Spokespeople,TC, RC, and other members as deemed necessary to carry out the coordination function  EFIG could be formed quickly

24 Chang Kee JungELBNF Meeting, January 2015 Long Baseline Neutrino Committee (LBNC)  The existing Fermilab Physics Advisory Committee (PAC) will be augmented or modified to provide regular international scientific peer review of the LBNF program –Fermilab Director discussed a possibility of having a PAC sub- committee, LBNC, with the PAC  LBNC would meet more often than the PAC and focuses on the scientific and experimental program of LBNF  Reports from the LBNC to the Fermilab Director will be shared with the IJOG and the ELBNF management  The LBNC members will be appointed by the Fermilab Director  Formation of LBNC could happen immediately –In fact, with a strong endorsement from the PAC, the LBNC was set up in January 2015 after the PAC meeting where the LOI for ELBNF was presented

25 Chang Kee JungELBNF Meeting, January 2015 Next Steps for WLIG  Still some minor revisions are being made by the WLIG working group Chair  Feedback and endorsement from the ELBNF collaboration are sought  This will turn into an international governance plan owned by the International Joint Oversight Group for LBNF

27 Chang Kee JungELBNF Meeting, January 2015 MoC Overview  This MoC, agreed by the LBNF-iIEB, lays out the structure for establishing the initial Institutional Board (IB) and the initial leadership of the experimental collaboration at LBNF (denoted ELBNF). The comprehensive ELBNF collaboration bylaws will be defined by the collaboration once it is formally constituted and the procedures outlined in this document will be superseded once the co-Spokespersons and IB chair are in place. By agreeing to this MoC, an institute makes a commitment to pursue the LBNF program as set out in the LBNF Letter of Intent.

28 Chang Kee JungELBNF Meeting, January 2015 ELBNF Proto-Collaboration Membership  The terms of membership of the initial ELBNF collaboration are: –until the formal collaboration bylaws are in place, membership of ELBNF is open to all institutes; –the minimum requirement for an institute to join the ELBNF collaboration there must be at least one faculty member (or equivalent) in experimental physics.  New institutes can join the collaboration either by signing the LOI online (the web page is still open for sign up until Jan. 23. The IB can extend this further) or by contacting the interim IB Chair  Thanks to the great effort by Maury Goodman, a complete collaboration member email list has been already established  There is an Imbalance in the membership (some institutes have only the senior members signed and some others have their junior members (graduate students and postdocs) signed as well It is suggested that all institutes have all their members including graduate students interested in ELBNF sign the LOI, assuming that it is appropriate to do so

29 Chang Kee JungELBNF Meeting, January 2015 Establishment of the Initial ELBNF Institute Board  The interim IB (iIB) chair, nominated by the Fermilab director, will call the first IB meeting at the January 2015 ELBNF collaboration meeting. The initial list of collaborating institutes will be determined by the iIB chair, with each institute nominating a single representative for the IB  A list of institutes and corresponding IB members have been assembled  A total of 145 Institutions (see next pages for full listing*) * This list contains four non-IB members (S. Bertolucci, N. Lockyer, J. Strait, E. McCluskey)  A proto-IB email list, ELBNF-IB, has been created as well (M. Goodman)

38 Chang Kee JungELBNF Meeting, January 2015 1 st ELBNF Proto-IB Meeting Jan. 22, 2015  The primary business of the first IB meeting will be to set in motion the process for electing the ELBNF Spokespersons and to initiate the process for establishing full collaboration rules. At this meeting the IB will: –discuss and approve the procedure (described below) for electing the Spokespersons; – agree on a procedure for electing the IB chair; –select an election committee, consisting of three people, to oversee the election of the ELBNF Spokespersons. The iIB chair will establish that potential members of the election committee do not intend to stand for election; –select a “bylaws committee” to work with the elected IB chair to prepare a first proposal for the formal collaboration rules

40 Chang Kee JungELBNF Meeting, January 2015 Election of the Initial ELBNF Spokespersons  In this formative stage of the ELBNF collaboration there will be two co-Spokespersons with initial terms of two- and three-years. The process for the election of the initial ELBNF co-Spokespersons is described below: –The election committee will collect nominations from the collaborating institutions through the IB representatives. –All potential candidates with at least three nominations will be contacted by the election committee to establish if they wish to stand. –Candidates will prepare written statements and a brief CV ahead of the election. –Each institute will return a single ballot paper.

41 Chang Kee JungELBNF Meeting, January 2015 Election of the Initial ELBNF Spokespersons (Rules/Procedure) –The election committee will organize the election according to the following rules: i) Voting will take place using a secret online ballot. ii) The election will use the Preferential Voting System (PVS), allowing the election to proceed in a single stage. iii) Each institute will provide a ballot paper giving a ranked list of all candidates standing. iv) For each institute, the top ranked choice receives one vote in each round of counting, the candidate with the fewest votes is eliminated from ballots tallied in each subsequent round of counting. If an institute’s top preferences is eliminated, their vote is transferred to their second preference, etc. The process of eliminating candidates continues until the top candidate receives a majority of the ballots cast.

42 Chang Kee JungELBNF Meeting, January 2015 Election of the Initial ELBNF Spokespersons (Rules/Procedure) –To select the second co-Spokespersons, the first elected candidate is removed from the lists and the counting of votes is repeated according to the preferential voting system. v) Only the names of the elected co-Spokespersons will be announced, otherwise the details of the voting will not be announced, including which of the two elected candidates received the higher number of votes. The terms of office of the two co-Spokespersons (two years versus three years) will be decided by toss of a coin, unless the elected candidates reach a mutual agreement.

To be elected, a candidate must receive at least 50% of the votes cast in that election. If one or fewer candidates are elected, the nomination procedure for the empty position(s) will be re-opened. –As set out in the LBNF International Governance document, the host laboratory is responsible for –approving the selection of the collaboration Spokespersons. –The other details of the co-Spokespersons election process will be decided by the IB.  The rules and procedures for subsequent elections and the terms of service will be defined in the collaboration bylaws

47 Chang Kee JungELBNF Meeting, January 2015 Management Structure for the ELBNF Collaboration  Once elected, the co-Spokespersons will appoint the top- level project management for the ELBNF collaboration as set out in the international governance document.

48 Chang Kee JungELBNF Meeting, January 2015 Election of the IB Chair  Immediately following the election of the co-Spokespersons, the iIB chair will organize the election of the IB chair: –the iIB chair will seek nominations from the IB institute representatives and will establish whether the nominated people are willing to stand; –each institute has a single vote; –the iIB chair will organize the election following the rules agreed by the IB at first IB meeting.  Following the election of the IB chair, the interim IB chair will stand down.

49 Chang Kee JungELBNF Meeting, January 2015 Formalizing the Collaboration Bylaws  The elected IB chair and bylaws committee will prepare a formal draft of the proposed ELBNF collaboration bylaws. This draft will be presented to the IB for suggested amendments. The amended rules will be presented to the IB for a formal vote. The ELBNF bylaws will be adopted on a 75% majority of voting institutes.

52 Chang Kee JungELBNF Meeting, January 2015 Moving Forward …  We are at an extraordinarily opportune time for particle physics/neutrino physics  In order not to lose momentum and squander the opportunity we need to move together efficiently and swiftly focusing on what each of us can do to help the experiment to be successful at this particular juncture  What iIEB has produced may not be ideal, but if they are reasonably acceptable and have no critical flaws, I would like to suggest that we embrace them and focus on the execution  We need to make many decisions through Proto-IB in relatively short time frame –All collaborators are urged to participate in the process by expressing their opinions and ideas to their IB’s and other relevant people
