2 WHAT IS MOBILITY Mobility of students and professors on the faculties in the country and foreign countries Revolution of high education and declaration of Bologna gave us the option of mobility Goal: exchange of knowledge and information between the universities as well as equalling the European educational space.

3 WHAT IS MOBILITY Academic mobility primarily refers to international mobility (saying at higher education institution, located outside the country), but it can also refer to the time spent studying abroad at the higher education institution. There are two types of mobility for students Exchange or horizontal mobility Full degree seeking or vertical mobility

4 WHAT IS MOBILITY Student exchange means that while student is on her study program at his, or her home university, he, or she needs to spend one or more semesters at one of the foreign universities. Full degree seeking applies to the case when students seeks to enrol to a study program of same or higher level, at a foreign university. Then there is no need for exams to be similar, however student needs to have a diploma of higher education.

5 THE LEGAL FRAMEWORK Legal framework of higher education from 2005, introduced European credit system (ESPB or ECTS) that allowed students who passed exams, or courses, on one program (at home or foreign country) to be regarded as passed exams on his or her, essential program. The law provides onewiththe possibility to complete a program of undergraduate studies and then enroll another program, from other fields on the second, or third level studies. It also gives a clear guidance on how it can be implemented (Art. 28, states that in the study program a part that talks about the conditions for transfer from one study programs to another, which is within the same or a related field of study, must be inserted).

7 Rulebook on mobility of students at the University of Nis Mobility of students according to the terms of this Rulebook implies studying and conducting of scientific research. In other words being an intern for a certain amount of time at the institution in the foreign county, after which student returns to his, or her home country, to continue with source studies program.

8 Rulebook on mobility of students at the University of Nis Mobility of students includes internship as a part of basic, master, doctoral and post-doctoral studies Student mobility is primarily realized in the framework of institutional exchange programs and on the basis of international agreements at the level of university or faculty. Student at the University of Nis can repeatedly participate in more than one mobility program, during his or her studies. However the total mobility period, at the same level of studies, must not exceed half of the total study program in which student is enlisted.

9 Rulebook on mobility of students at the University of Nis Home institution and recipient-institution where student was during exchange, can never have a completely identical study program. This is the reason why basic academic recognition period of mobility is focused on similarities and outcomes of studying, and not on differences between the study programs.. The knowledge gained by student, during internship, from a particular filed, does not have to be identical, but similar to the one which he, or she, could gain from a particular subject at home institution. The basic guiding principle in the process of academic recognition of the mobility period, is the principle of attraction as generally accepted principle

10 Rulebook on the master studies at the Faculty of Philosophy in Nis According to the regulations of the master studies at the Faculty of Philosophy in Nis. One can be enlisted in the first year of master academic studies, after completing the corresponding basic academic studies in the field verified with the subjects of socially-humane sciences, and achieving: At least 180 ECTS - if the master academic studies have 120 ECTS credits; At least 240 ECTS - if the master academic studies have 60 ECTS. A study program or the decision of the Academic Council of the Faculty shall determine which programs of primary studies areappropriate for further studies in a particular study program. Candidates who apply for enrolment in the first year of master academic studies within the field of social-humane sciences take an entrance exam.

11 The Rulebook of master studies at Teacher Training Faculty in Vranje states that a student can be enlisted to master academic studies if he or she has completed the adequate undergraduate academic studies, to be precise, social-human studies teaching department and achieved at least 240 ECTS credits Rulebook on master studies

12 At the Faculty of Law, University of Nis it is sated in the Rulebook that a person can be enlisted to the master studies of law if he, or she has a degree from an adequate filed of social- humane science from a different accredited high education facility, under the condition that he, or she passes an additional exam, according to the article 7 and 8. Master Studies Rulebook. Compatibility and complementarity of study programs is determined by the Faculty Council on the Commission's proposal for doctoral and master studies. Candidates must pass an additional exam before enrolling Applicants who have not completed the appropriate study programs at accredited institutions of higher education must pass qualification exam. The content and manner of taking thesupplementary exams and qualifying exams is determined by the decision of the Academic Council

13 Rulebook on master studies When it comes to the enrollment of the second and third level studies at the Faculty of Economics in Nis, according towhat is written on their website, a person who can be enlisted to the graduate studies (Master) Faculty of Economics in Nis, as long as he or she has completed undergraduate studies and achieved: 180 ECTS - if graduate studies have 120 ECTS credits; 240 ECTS - if academic studies have 60 ECTS. Study program of graduate academic studies is used to form basic academic studies that have access to a second level on the Faculty of Economics in Nis

14 Conclusions Mobility between Universities in Nis and foreign universities is precisely defined and arranged according to mobility rulebook. Our experience so far show that there is a low degree of realized mobility on international level. Student mobility has yet to spread on the University of Nis.

15 Mobility at the same level studies between the congenial faculties in the Republic of Serbia or related programs within the same university is not sufficiently specified and merely indicated, through various members of the general laws related to the transfer of ECTS. Even the mobility within the same study on different accredited institutions of higher education, is rather discouraging. Among the different programs of the same fields of social- humane sciences, mobility is mostly impossible (example law studies and pedagogy) or highly strict (example pedagogy and psychology).

16 Enlisting policy on second and third level of studies opens up a possibility for social-humane sciences students to apply on different master programs inside this field, provided they pass entrance exam, qualification exam or supplementary exam, this is regulated by rulebooks or general laws of faculties and study programs. In practice this possibility can only be realized if an insufficient number of candidates,who finished the adequate study program, applies, then there is an opportunity for students of either basic or master studies from similar fields of social-humane science to be enlisted..

17 Of course, there is the question of qualification title after completing the second or third level studies and rights in the labour market, which are derived from such titles. The problem arises if the title at the undergraduate level differs from the newly acquired title, of the second-level study, even though it remains in the field of social-humane sciences For instance, if a graduate professor of Serbian language and literature, who became master of psychology, can work in the business school as the school's psychologist? These and similar questions often remain unanswered

18 Finally, we should reflect on the fact that one of the primary objectives of TEMPUS project is Strengthening Higher Education for Social Policy making and Social Services delivery, and it enables students mobility in the field of social policy, social work and social pedagogy, between universities and faculties in Republic of Serbia, which is certainly a great step forward in terms of higher education within the country. The standards for accreditation of academic programs that are planning to create for the duration of the TEMPUS project should be subjected to certain rules that would allow mobility to be carried out in the same manner as it is done at European partner universities, considering that transfer of knowledge is one of the perks of these projects.
