SMART GRID Standardization and Implementation Experience Narendra Singh Head (Electronics and IT) Bureau of Indian Standards

Bureau of Indian Standards (BIS) National Standards Body in India Established as Indian Standards Institution (ISI) as a registered Society in 1947 Became a Statutory Institution under Bureau of Indian Standards Act, 1986 to promote Harmonious development of the activities of Standardization, Marking and Quality Certification of goods and attending to connected matters in the Country.

BIS – Core activities Standards Formulation Product Certification System Certification Testing Training

Standard Formulation – Structure Bureau SAC Division Councils Sectional Committees Sub- Committees Panels

Standards Formulation National Standards are formulated based on the concept of Consensus by the Division Councils and the Sectional Committees under it. There are 14 Division Councils presently covering almost all the fields of activities. The LITDC (Electronics & IT Division Council) is responsible for formulation of Indian Standards in Electronics & Information Technology field.

Standard formulation process NWIP Working Draft P- Draft IS / SP WC draft Proposal stage Preparatory stage Committee stage Approval stage Publication stage

Electronics and IT Standardization At National level: Through LITDC of BIS with the help of 215 Sectional Committees At International level: IEC – Electronics Standards ISO/IEC/JTC1 – IT Standards 18 SCs of JTC 1 7

8 Participation in International Standardization Process Sectional Committees under LITD act as National Mirror Committees for the corresponding ISO/IEC Technical Committees (TCs) and Subcommittees (SCs)

Membership on ISO/IEC Committees Participating Member (P-Member) - Have power of vote and defined duties Open to ISO member bodies, wishing to be actively involved in the work of a TC or SC. It is a status that carries with it important commitments. Must actively participate in the programme of the committee concerned (If participation is poor a P-member risks their TC/SC participation being converted into O-member status) have an obligation to vote in all official ballots, such as on new work items, Draft International Standards (DIS), and final draft international standards (FDIS) identify experts to contribute to WG activities 9

Membership on ISO/IEC Committees Observing Member (O-Member) – Have no power of vote, but options to attend meetings, make contributions and receive documents Open to ISO member bodies and correspondent members wishing to follow the work without committing themselves to participation. An O-member is nevertheless permitted to discuss proposals, contribute to discussions, and contribute materials to vote in DIS or FDIS votes, but has no voting rights. 10

Participation in International Standardization Process Propose new projects Send comments on documents at proposal stage (NP), committee stage (CD), enquiry stage (DIS/CDV) and approval stage (FDIS) Nominate Experts at Working Group level, where working drafts for International Standards are prepared Provide a Chairman Hold a Secretariat 11

Important Standards IS 15953: 2011 Supervisory Control and Data Acquisition (SCADA) system for power system applications IS 16334:2015 Power System Communications - Interoperability Guidelines IS 16335:2015 Power Control Systems - Security Requirements Under Print

Important Standards Common Information Model (CIM) for Information Exchange in the Context of Electrical Utilities Companion Specification CIM Extensions for ABT based Regulated Markets and Load Shedding & Restoration Mechanism Application Use Cases for System Operation Specification Document for Advance Metering Infrastructure IS 16336 Series Part 1 Part 2 Part 3 P-Draft Under Print

IS 15953 : 2011 SCADA system for power system applications This standard provides definition and guidelines for the specification, performance analysis and application of supervisory control and data acquisition (SCADA) systems for use in electrical utilities. These can also be used for remote operation of a sub- station.

IS 16334:2015 Power System Communications - Interoperability Guidelines The standard provides guidelines for achieving interoperability for utilities and applications, covering the following components:  Traditional value-chain (generation, transmission and distribution)  The newer elements (trading, risk-management, renewable generation etc.)  ICT and Automation Technologies

IS 16335:2015 Power Control Systems - Security Requirements This standard specifies requirements for identification and protection of critical assets for all entities involved in generation, transmission, distribution and trading of electric power. It covers the following:  Critical asset identification and monitoring.  Security management for personnel and assets.  Electronic and physical security of assets.  Incident reporting and response and recovery planning.  Auditing and conformance procedures.

IS 16336 Series - Common Information Model (CIM) for Information Exchange in the Context of Electrical Utilities  Specifies the interfaces that exist within a power utility which is into Generation, Transmission or Distribution and also to a System Operator, Market Operator which directly interact with such utilities.  Provides a set of interface specifications to enable the vendors for providing standardized interfaces in various applications and components which requires an exchange of real-time and non-real-time information.  Provides a standard semantic model for a model based information exchanges in the context of Electrical utilities.  Provides a standard set of services which defines how information is exchanged using the context of the standard model.

Doc LITD 10 (3303) Specification for Advance Metering Infrastructure The standard specifies the Advance Metering Infrastructure (AMI) framework which lays down the foundation for a two way communication between a meter and a central Head end System (HES).
