AvSport of Lock Haven Droning On Presentation Copyright © 2016 SAFETY CONSIDERATIONS

AvSport of Lock Haven Droning On Presentation Copyright © 2016 Current Safety Concerns – Unsafe UAS Operations Reports from pilots in flight of UAS operations near airports/manned aircraft –Greater awareness has led to increased reporting –Detailed reports enable the FAA to investigate if necessary Reports of UAS flying during sporting events –TFR FDC NOTAM 4/3621 issued to restrict all aircraft operations around major sporting events, stadiums seating 30,000 people –TFR specifically cites UAS as aircraft Reports of UAS flying over wildfires –TFRs around West Coast wildfires restrict UAS operations

AvSport of Lock Haven Droning On Presentation Copyright © 2016 FAA’s primary approach to new UAS operators is education FAA has authority to take enforcement action against any persons who operate a UAS: –In violation of Federal Aviation Regulations (FARs) –In a manner that endangers the safety of the National Airspace System (NAS) or people and property on the ground Enforcement could include: –FAA civil penalties and/or subject to local statutes Education, Compliance and Enforcement

AvSport of Lock Haven Droning On Presentation Copyright © 2016 Points to Remember Before Flying Do a preflight inspection Register your UAS before you fly outdoors Fly below 400 feet If you fly with a local club, fly according to your aero-modeling community based safety guidelines Though not required, try to take lessons before you fly Fly within line-of-sight of your aircraft Don’t fly near manned aircraft

AvSport of Lock Haven Droning On Presentation Copyright © 2016 Don’t fly within 5 miles of a towered airport without notifying ATC or the airport owner for a non-towered airport Don’t fly near people, stadiums or emergency response efforts e.g. wildfires etc. Don’t operate in a careless or reckless manner. You could be fined/jailed if you endanger people, property or other manned aircraft. All aircraft share the same airspace Points to Remember Before Flying

AvSport of Lock Haven Droning On Presentation Copyright © 2016 All sUAS are to be flown for hobby or recreation only – no related business aspects unless authorized by the FAA Be aware of FAA airspace requirements: http://www.faa.gov/uas/tfr/ http://www.faa.gov/uas/tfr/ Never fly under the influence of alcohol, drugs or any other impairment Use the FAA B4UFly App or other industry apps to check on restricted airspace. 56 AvSport of Lock Haven Droning On Presentation Copyright © 2016 Commercial unmanned aerial systems (commonly known as drones) represent the next major growth area for General Aviation. Whereas the early 20th Century ushered in the Air Age, and the mid 20th Century represented the start of the Space Age, one could call the early 21st Century the beginning of the Drone Age. THE OPPORTUNITY:

AvSport of Lock Haven Droning On Presentation Copyright © 2016 The unmanned aerial systems industry is currently in its infancy, with commercial interests just beginning to discover the wealth of applications which can be fulfilled with these small, inexpensive, and very capable remotely piloted vehicles. We invite you to get involved on the ground floor of what promises to be aviation's next Great Frontier. THE FIRST STEP:

AvSport of Lock Haven Droning On Presentation Copyright © 2016 The Federal Aviation Administration (FAA), the government agency responsible for regulating flight activities in US airspace, has not yet written policies and procedures for commercial drone operation. For the moment FAA rules are in a state of flux. Right now, the FAA is granting commercial drone operations waivers (Form 333 permits) on a case-by-case basis. All waivers issued to date have required commercial UAS operators to hold pilot's certificates. THE CHALLENGE:

AvSport of Lock Haven Droning On Presentation Copyright © 2016 THE 333 WAIVER Q: What are the main requirements needed for me to operate an unmanned aircraft or drone for my business? A: You will need: 1.a Section 333 grant of exemption, 2.a Certificate of Waiver or Authorization (COA) 3.an aircraft registered with the FAA 4.a pilot with an FAA airman certificate

AvSport of Lock Haven Droning On Presentation Copyright © 2016 THE 333 WAIVER will spell out your operating limitations. For example: 1.Altitude restrictions 2.Geographical operating restrictions 3.Time of day for operations 3.No operation over crowds of people 4.ATC communications requirements 5.Effective and expiration dates 6.Who will fly your aircraft 7.Specific equipment you are authorized to operate

AvSport of Lock Haven Droning On Presentation Copyright © 2016 I know this one!

AvSport of Lock Haven Droning On Presentation Copyright © 2016 An FAA Form 333 waiver will typically include which kinds of restrictions? Constant visual contact with the drone 400 foot maximum altitude Radio or telephone contact with ATC Operator must hold a pilot certificate All of the above

AvSport of Lock Haven Droning On Presentation Copyright © 2016 The FAA, the government agency responsible for regulating flight activities in US airspace, has not yet written policies and procedures for commercial drone operation, or issuing of a commercial drone operator’s permit. But, they require a license! THE PROBLEM:

AvSport of Lock Haven Droning On Presentation Copyright © 2016 In the meantime, the FAA is accepting a Sport Pilot Certificate as suitable for issuance of a 333 waiver. The Light Sport industry has been training students for the past dozen years to earn Sport Pilot licenses at a fraction of the cost required to achieve the traditional Private Pilot certificate. THE INTERIM SOLUTION:

AvSport of Lock Haven Droning On Presentation Copyright © 2016 THE ULTIMATE SOLUTION: Eventually, the FAA will issue standards for development of a commercial drone operator training curriculum. What will that curriculum look like? What should it look like?

AvSport of Lock Haven Droning On Presentation Copyright © 2016 AvSport Recommends: A Commercial Drone Operator Training curriculum should encompass instruction in the following areas: Federal Aviation Regulations Safety and Security Airspace Classification and Restrictions Basic Aerodynamics Emergency Operations and Procedures Piloting Skills Maintenance Requirements Licensing and Regulatory Considerations Business Development and Marketing

AvSport of Lock Haven Droning On Presentation Copyright © 2016 AvSport’s PROPOSED COMMERCIAL DRONE OPERATOR TRAINING (shameless plug…) We expect our drone operator courses to run on three consecutive days (Tuesday through Thursday), and will consist of three hours per day of classroom work, plus play time after class to allow participants to gain experience actually flying our drones. Class size will be limited to just five students (first come, first served), to maximize individual attention and hands-on training. Initially, tuition for our three-day course is being set at just $500 per student (plus state sales tax), and includes all training materials and supplies, plus a one-year membership in the Academy of Model Aeronautics, a $75 value.

AvSport of Lock Haven Droning On Presentation Copyright © 2016 Final Question!

AvSport of Lock Haven Droning On Presentation Copyright © 2016 airspace safety maintenance emergencies All of the above A commercial drone operator training curriculum should include coverage of:
