17 E911 State Grant Program Status Report 2010 The E911 Board State Grant Program totaled $50,000,000. The State Grant Program has 66 active applications for a total $45,956,528 of which $14,295,009 have been spent. $31,797,035 remaining to be spent. Ten closed grants and 17 grants awaiting final documental and/or interest return.

18 Future E911 State Grant Program Possibilities Currently the E911 Board is discussing a possible 2010-2011 State Grant Program. The program is contingent on E911 Board Action, 2010 Legislative Action, 2010-2011 Spending Authority.

19 E911 Rural Grant Program Status Report 2010 The Rural Grant Program has 59 active applications for a total $4,322,130 of which $1,438,400 have been spent. $2,887,888 remaining to be spent not including the Spring 2010 program awards. 19 grants awaiting final documental and/or interest return.

20 Rural County Grant Program Spring 2010 The E911 Board received 37 applications from 18 counties for a total grant request of $1,077,072.61. The E911 Board approved $711,506.19 at the March 2010 meeting. Only priorities one and two were awarded. Not all grants applications are able to funded due to funding limitations, remaining grant applications were tabled while the E911 Board reviews the Rural County funding and to determine if additional funds are available.

21 E911 Board Grant – Equipment Assistance

22 E911 Rural County Application & Rules Grant application package includes the terms and conditions for the grants. Changes - Detail & define the grant program priorities, rules and requirements Return funds if grant project is not under contract within the one year implementation period, unless the Board authorizes an extension (Show Good Cause). Maximum implementation period (one additional year if E911 Board approved), return remaining funds if not complete within two year period. County may seek petition of waiver. E911 Board will submit a letter to the County Board of County Commissioners of a grant whose closeout documentation is not completed on time. Requires additional form providing quarterly progress update. Grant awards will be withheld for failure to submit final documentation and closeout project. Disallow grant if not resolved prior to specified award date.

24 Grant Report Submissions To assure processing of Reports and Change Requests, have the information submitted at least a week prior to the Board Meetings. A new email address has been established for submitting your Grant Quarterly Reports, Change Requests and the Final Reports and Documentation. 26 County Issues March 2010, Quarterly Reports are due for the January – March 2010 reporting period and need to be submitted on time. On-time submission prevents the need for a letter to the Board of County Commission and State Auditor General audit criticism. Time Extension and Change Requests are reviewed by the E911 Board on a quarterly basis unless the is an emergency need. Change requests are needed for scope changes, time extensions and utilization of interest. E911 Board approval should be obtained prior to implementation or use of funding. Final Documentation (copy of invoices and payments [checks]) needs to be submitted on time to prevent the need for a letter to the Board of County Commission and State Auditor General audit criticism. If you have a grant application or change request pending Board action, recommend that you attend the meeting, either in person or by voice bridge.

60 Carry Forward and Excess Cost Recovery F.S. §365.173(2)(c) A county may carry forward up to 20 percent of the total funds disbursed to the county by the board during a calendar year for expenditures for capital outlay, capital improvements, or equipment replacement, if such expenditures are made for the purposes specified in subparagraphs F.S. § 365.173 (2)(a)1. and 2.; In order to prevent an excess recovery of costs incurred in providing E911 service, a county that receives funds greater than the permissible E911 costs described in F.S. §365.172(9), including the 20 percent carry forward allowance, must return the excess funds to the E911 Board to be allocated under F.S. § 365.172(6)(a).
