Empowerment means that an individual has the capacity to make effective choices, and thus has the capacity to effectively translate choices into desired actions and outcomes. The individual's capacity to make effective choices is conditioned by: (i) ability to make meaningful choices, recognizing the existence of options, and (ii) the opportunities that exist in the person's formal and informal environment. Empowerment can either refer to a process: are efforts being made to empower people?, or to the outcome of a process: have people effectively been empowered? Participation and Empowerment? 18 Dedi FardiazAEGFS, Manila, 2325010818 SUMMARY Food safety is a shared responsibility among government (food control agency), all parties involved in the food chain including primary production, handling, storage, processing, packaging, transportation, distribution and sale of food products, and CONSUMERS. CONSUMERS need to be made aware of the importance of food safety in protecting themselves against food safety hazards both in the choice and preparation of food. Food control system should be developed and implemented in a transparent manner. The confidence of consumers in the safety and quality of the food supply depends on their perception of the integrity and effectiveness of food control operations and activities. Therefore, it is important that stakeholders (including consumers) are allowed to participate in reviewing food legislation, where appropriate.
