3 Junta Central Electoral Garantía de Identidad y Democracia Election Vote-Tallying The process was carried out centralized by the JCE. The transmission of the results was carried out by fax from the Municipal Electoral Boards and the data from the tally sheets was digitalized only in the JCE. All the processing was carried out in a central IBM server, utilizing COBOL programming and file formats. The drawing up of a Voters’ List was carried out from the Electoral Registry, and only those citizens recorded had the right to vote. 1990 – Presidential, Congressional and Municipal Elections.

4 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting The process was de-centralized, different processing centers were placed in different municipalities. A (Telephone) Modem-based communication infrastructure was installed, enabling the transfer of encrypted files from the municipalities. The generation of municipal bulletins was established. The bulletin process continued with an IBM Central Server, and PC’s were placed in all the municipalities. The electoral voting list was drawn up on the basis of a new document called Electoral and Identification Card (Cédula) which unified both functions in a single document, thus allowing all citizens carrying the ID Card (Cédula) to be automatically registered in the electoral voting list. 1994 – Presidential, Congressional and Municipal Elections.

5 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting In the year 1996, the Presidential elections were separated from the Congressional and Municipal elections; for the first time elections were held where only the President and Vice-President of the Republic were elected. Also for the first time, the system of a second run-off election was incorporated, when no party exceeded 50% plus one of the votes cast. No new elements in the technological processes were incorporated in these elections, the same technology as the 1994 elections was utilized. 1996 – Presidential Elections (First Round and Run-Off)

6 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting In this electoral process, for the first time, Congressional and Municipal elections were held separately from Presidential elections. There were no significant changes in the election system structures, the same technology from previous processes was utilized. 1998 – Congressional and Municipal Elections.

7 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting Utilization of the Modem was substituted for a national digital data network, which allowed an increase in the speed of communicaiton and greater control of data. New programs were developed, with the incororation of relational data bases. A voting list in color photograph format was prepared, allowing citizens to be validated by their photos at the different voting stations. The voting list was prepared with the new identification document (Electoral and Identification Card – “Cédula”), begun in the year 2008. 2000 – Presidential Elections 2000 – Presidential Elections

Automation of the process for the automatic generation of ballots via the creation of a data base of candidates. Creation of the program for the control of Electoral Pouches. 2002 – Congressional and Municipal Elections

9 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting For the first time, the utilization of scanners in the municipal electoral boards was incorporated. The digitalization process was improved via the utilization of ICR (Intellgent Character Recognition) technology and anonymous data entry. The system of manual plastification of the voting records was integrated. A security key was added, for the approval of the processes by the secretary of the Municipal Electoral Board. For the first time, the Vote of Dominicans Abroad was utilized, for which VPN communication technologies were incorporated for the transmission of the results from the different countries in which elections were held. 2004 – Presidential Elections

10 Junta Central Electoral Garantía de Identidad y Democracia Vote-Counting The 2006 electoral process did not make use of the application of new technologies, but did allow for the strengthening and improvement of those utilized until that time, expanding the points of digital communication, improving the scanning and character recognition practices. 2006 – Congressional and Municipal Elections.

14 Junta Central Electoral Garantía de Identidad y Democracia Situations Occuring 2002 - 2012 In the 2002 electoral process, situations and accusations occurred, related to the manipulation of the results recorded in some voting tally sheets, which reflected differences from the real results. At that time, the results were digitized, validated and examined on the basis of the physical tally sheet and this was exposed to being subject to manipulation at any one of those stages. In the year 2004, scanning was implemented of the electoral results from the municipal electoral boards, the processing of which would be carried out via the digitalized tally sheets. In the year 2008 voting centers were included, with the purpose of immediately receiving the electoral results and to render the process even more transparent.

The main advangages are: Decrease in the process of digitalization or verification of values. Security in the results upon utilizing an automated element for the process of digitalization. Elimination of data entry errors.

21 Junta Central Electoral Garantía de Identidad y Democracia Anonymous Data Entry of Results Anonymous data entry allows processing of the values of the voting tally sheet without the possibility of identifying the party, candidate or level of election that is being processed. This allows guaranteeing greater reliability of the results, since it reduces the risk of manipulation of the data by the data entry person.

For voters who do not belong to the voting station, consultation as to the place corresponding to them in the municipality. Generation and transmission of the voter list of those going to the voting station to finalize the voting. Periodic information on those who vote.

Automatic transmission of the results. Energy back-up battery. Scanning and transmission of the voting tally sheets after they are signed.

Generation of Municipal Bulletins Communication Media Internet Giant Screens 1.The Automated Vote Counting (Conteo de Votos Automatizados - CVA) equipment installed in the voting stations will transmit the results of the count of the ballots and the scanning of the signed tally sheets to the JCE. 2.The servers located in the JCE receive the information from the CVA of each voting station, for their distribution to the Electoral Boards (Juntas Electorales - JE). 3.In the JE of each municipality, the results and the images will be received, which will be included in a municipal bulleting. In the case of contingency, all the results of the voting stations which may be physically received in the municipalities, will be scanned and digitized in the locality and subsequently included in the bulletin. 4.The municipal bulletins will be consolidated in the JCE for their publication. 5.All the information received in the JCE will be published in the communication media and transmitted to the Political Parties.
