7  Turkish State Railways (TCDD) is the Chairman of RAME.  Islamic Republic of Iran Railways (RAI) and Railways of Syria (CFS) are the deputies. UIC RAME

8 RAME Activities in 2010 RAME Regional Office, located in Tehran, began its activities. UIC World Rail Security Congress ‘Security 2010’ was held on 23-25 June in İstanbul, Turkey. Educational Seminar on Railway Safety Management System was organized on 4-5 May 2010 in Tehran, Iran. RAME Workshop on Infrastructure Maintenance – Asset Management System was held in 19-20 September in Jordan. RAME “safety correspondent group” to work on safety projects for the Middle East Region was established. Attempts for cooperation with the important and influent international organisations and decision-makers such as UNESCWA, UNESCAP, UNECE, ECO etc. were taken. UIC RAME

9 UIC Regional Assembly for Middle East has held 8 meetings so far. The 8th meeting was held on 23 November 2010 in İstanbul.

10 The main decisions taken in the 8th Meeting of RAME  Country reports were presented by the Directors General/Presidents of the member railways.  A report was presented on the activities of UIC RAME Regional Office in Tehran.  A report on 2010 activities was presented.  New activities proposed for 2011/2012 were approved.  2011 Regional Budget was approved.  RAME 2011/2012 Action Plan was accepted. Accordingly, the following activities were decided to be organized: High-Level Conference under the theme of “Towards an interconnected, competitive Rail transport System, Projects and Perspectives in the Middle-East Region " in Turkey-1st quarter of 2011, date to be confirmed by TCDD 1st International Rail Oil Conference, in Iran, 2011- date to be confirmed by Niroo Rail Co. High Speed Training Workshop in Turkey -date to be confirmed by TCDD A workshop on Logistic Centers in Syria – date to be confirmed by CFS A workshop on Infrastructure in Jordan – date to be confirmed by ARC UIC RAME

13 After the completion of the rail projects in Turkey, the Silk Road will gain more importance and Europe, Asia, esp. the Middle East, and the Central and Far East Asia will be inter-connected by rail. Underpass: 1 Culverts: 28 Project Cost: 377 Million TL  Works tender will be conducted by EU Delegation to Turkey.  Project will be financed by 85% IPA fund, 15% EIB loan.  It will be tendered on 23.11.2010. 20 A dream of 145 years MARMARAY PROJECT This Project is one of the biggest projects in the World, which connects European and Asian continents. The project consist of 3 Phase BC1: Tube tunnel crossing with approaching tunnels (total 11 km) CR1: Construction of new triple line between Halkalı and Gebze CR2: Procurement of Rolling Stocks This Project is one of the biggest projects in the World, which connects European and Asian continents. 25 IMPORTANT PROJECTS KAVKAZ-SAMSUN FERRY-BOAT The Project includes berth renovations, ferry terminal ramp, wide-gauge track lines (1520 mm), loading/unloading and storage areas, bogie change station, ferry operation facilities. 26 VAN GÖLÜ FERİBOT TEMİNİ TATVAN VAN SUNUM İÇERİĞİ LAKE VAN CROSSING IMPORTANT PROJECTS PROCUREMENT OF FERRIES FOR LAKE VAN CROSSING MoT Procurement of two rail ferries and constructing of additional facilities were tendered. Ferries, each with a capacity of 50 wagons, will be used for Lake Van Crossing. Total project cost is 116 million TL. Ferries will be delivered between 2011-2012.

27 -The agreements on the development of the technical, rolling-stocks and freight transportation were signed between Turkey and Iraq within the scope of High Level Strategic Cooperation Council. (15 October 2009), -The third railway border gate between Turkey and Syria, Çobanbey was opened in December 2009 and the runs of Aleppo-Mersin and Aleppo- Gaziantep passenger trains were launched in 2010. -The runs of the freight train from our country to Mosul and Bagdad were launched in this year. -The Cooperation Agreement on the potential opportunities in railway between Turkey and neighboring countries (Middle East and Central Asia) was concluded between TCDD and FS (Italian Railways). (11 November 2010), -The agreement on the organization of the international combined transportation by rail ferry over Port of Samsun (Turkish Republic) and Port of Kavkaz (Russian Federation) was signed between the Government of Turkish Republic and The Government of Russian Federation. 30  Electrifying Tehran-Masshad Route  Studying on Electrifying Tehran-Qom-Isfahan Route and making the route High-Speed  Start to Execute electrification Operation of Tabriz-Azarshahr Route  Cooperation Activities: Concluding four-lateral statement between Iran, Oman, Turkmenistan and Uzbekistan  Signing an MOU between the Transport Ministers of Iran & China  Kerman – Zahedan line was opened. Through this line, Turkey sent 14 aid trains for the Pakistani people who suffered from the flood. UIC RAME

31  Construction of Qazvin-Rasht-Anzali-Astara; 375 km (A missing link in North-South corridor that may decrease the length of the route from Finland to India)

32 UIC RAME  Construction of Sangan – Herat railway line : Sangan – Herat railway with the length of 210 km for connecting the network of Iran to Afghanistan is among the projects under process. Through this rail line, the transportation of freight via Iran and the countries in the Central Asia (most ECO states as well) to Afghanistan will be realized.

35  construction of new lines of the following international routes: Damascus – Dera – border of Lebanon (120 km): this line connects Turkey to Jordan and the Persian Gulf countries via Syria, which will be completed in 2012. Deir Ez-Zor – Abu Kamal – border of Iraq (145 km): this line will connect the rail network of Syria to the network of Iraq. (This project will be completed in 2010.)  developing and modernizing the following international routes: Aleppo – Maydan Ikbis – border of Turkey (117 km): this route connects the rail network of Turkey to Syria at the route the goes towards Iraq and Jordan (in 2011). Aleppo – Muslimiya – Al Rai – border of Turkey (51 km): this is on the condition that the previous project is completed. Al Qamishi – El Yarobieh (via border of Turkey – border of Iraq) – (82 km). Akary – border of Syria and Lebanon (Tripoli in Lebanon). UIC RAME

36  rebuilding and modernizing the rail line on the following routes: · Hous – Akary – Tartus; · Hous – Maheen – Al Sherkieh (202 km).  constructing new lines to complete the existing rail network on the following routes: · Deir Ez-Zor – Palmira – Al Sherkieh (295 km); · Al doir – Al Sherkieh (via Abu Shamat); · Aleppo – Al Hasakeh (via Ar`Raqqa, without passing through Deir Ez-Zor). 39 UIC RAME  Construction of 100 km of new line from Dammam to the industrial complex of Jubail. The feasibility studies on this route are still under way.  The railway of North – South (passenger & freight) with 1765 km of length; for rail connection with the other member states of the Persian Gulf Cooperation Council.  Construction of new lines from east to west between Riyadh and Jeddah (915 km) and a direct line from Riyadh to Jubail and the northeastern Phosphate reservoirs (115 km)

40  Launching the high speed train till 2015, the length of which is 320 km connecting Mecca, Jeddah, the new economic town of Malak Abdullah and Medina. This project also links the said cities with the international airport of Jeddah.  By this project, fast and safe transportation of the pilgrims to the sacred cities of Saudi Arabia is realized. This project, furthermore, will contribute in increasing the efficiency of the public transportation towards the commercial centers. UIC RAME

41 IMPORTANT PROJECTS IN JORDAN UIC RAME

42  Jordan intends to commence construction of 1600 km of rail line till the next year, which will pass through the Syrian border and Amman will go toward the port of Aqaba in the Red Sea with some branches to the borders of Iraq and Saudi Arabia as well.  The said project is supposed to be completed in 2013, will cost 4.5 million Dinar (US$ 6.4 b).
