2 2 NSF-DOE MOU NSF-DOE MOU signed 22 July 2004 Defines roles of NSF and DOE Defines RSVP organization Project Management Plan (PMP) to follow –A RSVP Project Director responsibility with BNL management assistance –Approval by Joint Oversight Group Non-DOE contractor work at AGS will be defined in a forthcoming MOU for AGS experimental work RSVP activities will not unfavorably impact RHIC research activities as determined by the DOE

3 3 Joint Oversight Group role –Representatives from NSF and DOE –Concur on all MOU’s among RSVP partners –Provide programmatic guidance –Meets at least quarterly To evaluate status Provide policy actions Laboratory Oversight Group role –Chaired by BNL HENP ALD (Tom Kirk) –Consists of experts –Provide general support to RSVP Project Director –Provide project reviews upon request NSF-DOE MOU (cont’)

4 4 Integrated Project Management Team –Established by NSF Division of Physics –Facilitate interactions of RSVP project Office with BNL –Consists of K0PI0, MECO, AGS project managers, DOE Area Office and others from BNL BNL HENP ALD –Responsible for overall on-site integration function and other laboratory-project connections –Will take reasonable actions to insure success of the project goals –Concurrence of the Project Director is required through a process to be defined in the PMP

7 7 Work is defined by yearly MOU’s between the AGS project, RSVP Project office and experiments. Matrix RHIC and new hires to support RSVP construction RHIC priority will be maintained –Conflicts will be handled with goal to not seriously impact established RSVP milestones – overtime, second shift…etc. Management during construction

8 8 Communications Meetings: RSVP representatives will be invited to participate in our usual “Monday” Division Staff Meeting where the week’s Division work plan is discussed Plan to continue weekly RSVP specific meetings (these began in July 2004), including relevant Department personnel and representatives from the experiments, to discuss management issues, technical progress, schedule and cost issues throughout the life of the project. Other invitees include representatives from the RSVP Project Office and the DOE Brookhaven Area Office.

9 9 Management during beam development and operations phase Matrix RHIC and new hires to support RSVP beam development RHIC priority will be maintained –RHIC beam development periods generally will not allow RSVP operation -- we’re generally able to plan these periods well in advance –100 hours per week is the goal for RSVP operations during RHIC stores –RSVP Operation during RHIC shutdown periods allowed if impact on RHIC work is acceptable

10 10 ESFD operational crews (CAS Watch) are maintained on a 24 hr basis, 7 days a week during RHIC operations and shutdowns to provide: o Safety surveillance of C-AD experimental areas and equipment o General support for experiment and accelerator operations o This crew, appropriately augmented, will provide operations support for RHIC and RSVP RSVP Operations Support

11 11 Year Round  Monday “ES&F Division Staff Meeting” - discussion with experiments and C-AD department management personnel re: work planned for the week. Chaired by P. Pile. During RHIC Operations  Monday “Schedule Meeting” between RHIC experiment representatives, RHIC run coordinator, and C-AD Experiment and Accelerator Division Heads and Scheduling Physicist to discuss/fix the schedule for the upcoming week. Chaired by the Scheduling Physicist  Tuesday "Time Meeting" of BNL personnel (key engineers, physicists, MCR operations personnel, C-AD management, Associate Lab Director for HE&NP, experimenters and others are held during RHIC operations to discuss schedule of collider operations (as well as AGS fixed target operations, if applicable), luminosity issues, any special problems operations personnel or experimenters may have etc. Chaired by the Scheduling Physicist.  Wednesday “ RHIC Machine/Detector Planning Meeting ” with experiments, attended by ALD for HE& NP, C-AD Department head, C-AD Division heads, RCF representative, experiment spokespersons and others. Chaired by P. Pile  Daily (as needed) “ RHIC Machine Status Accelerator Physicist Meeting ” - accomplishments/problems of previous 24 hrs, plan for next 24 hrs, experiment representatives welcomed. Chaired by Accelerator Run Coordinator Experiment Communications Meetings – the RHIC approach

12 12 Management of RSVP Operations – Communications Meetings These meetings are expected to continue into the RSVP era The plan is to integrate key RSVP personnel into RHIC planning meetings so they become a participant in the scheduling and priority setting process As usual, RHIC operations needs will take priority over RSVP

13 13 An Interagency C-AD project example MOU between NASA and DOE DOE BAO provided oversight for both NASA and DOE Joint NASA and DOE ‘Lehman’ reviews BNL, DOE, NASA JSC and Headquarters close cooperation NASA agreed to apply DOE rules for structuring, reporting etc. –WBS structure –Schedule –ARR –Procedures The NSRL Project

14 14 The NSRL Project The NASA and DOE interagency project, was a major success. On schedule and below budget. The RSVP NSF and DOE interagency project should result in the same level of success.

15 15 C-AD has had ~50 years of experience with management, construction and operation of fixed target experiments RSVP construction and operations will take full advantage of this previous experience. RSVP construction is not out of the ordinary. Final Comments
