2  During the 84 th legislative session (2015) HB 2804 was passed.  HB 2804: o Modifies the accountability specifications o Identifies criteria in 5 domains

3  Accountability ratings specified in HB 2804 begin in the 2017-2018 school year.  Data will need to be collected in 2016-2017 school year in preparation for 2017-2018 school year.

4  Measure and evaluate school districts and campuses with respect to: o Improving student preparedness for success in: Subsequent grade levels Entering the workforce o Reducing student academic achievement differentials among students from different racial and ethnic groups and socioeconomic backgrounds o Informing parents/guardians and community regarding campus and district performance

5  Comparison to state-established standards disaggregated by: o Race o Ethnicity o Socioeconomic status  School districts and campuses evaluated based on 5 domains

6 The five Accountability Domains are:  Domain 1 – Includes STAAR and EOC Assessments for all grades  Domain 2 – Includes the percentage of students who met the standards for annual improvement.  Domain 3 – Evaluates academic achievement gaps among students from different racial/ethnic groups and socioeconomic backgrounds  Domain 4 – Evaluates different indicators depending on campus grade levels. Some of the indicators include dropout, percentage of students earning endorsements and student attendance  Domain 5 – Includes three programs related to community and student engagement ratings

7  Data for the first, second, and third domains pertain to assessments.  This data already exists or can be calculated from data that already exists, therefore no new information needs to be obtained.

8  2016-2017 Requirements o FHSP-COLLEGE-CAREER-INSTRUCTION-INDICATOR- CODE data element created Indicates whether a student in grades seven or eight has received instruction in preparing for high school, college, and a career that includes information regarding the creation of a high school personal graduation plan under TEC 28.02121, the distinguished level of achievement described by TEC 28.025(b-15), each endorsement described by TEC 28.025(c- 1), college readiness standards, and potential career choices and the education needed to enter those careers.

9  2017 – 2018 Requirements o MILITARY–ENLISTMENT–INDICATOR–CODE Per TEC 39.053(c)(4)(a)(ix) – TEA is to collect the percentage of students who enlist in the armed forces of the United States (after graduation). New validations will be created to support the requirement. The MILITARY–ENLISTMENT–INDICATOR–CODE is applicable to all students regardless of graduation plan.

10 o Performance Acknowledgements for FHSP students AP–IB PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance on a College Board AP test or IB examination. BILINGUALISM–BILITERACY–PERFORMANCE ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance in bilingualism or biliteracy.

11 o Performance Acknowledgements for FHSP students CERTIFICATIONS–LICENSURES–POST–SECONDARY– CERTIFICATION–PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a nationally or internationally recognized business or industry certification or license. COLLEGE–READINESS–ASSESSMENTS PERFORMANCE– ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance on the PSAT®, the ACT- Plan®, the SAT®, or the ACT®. DUAL–CREDIT PERFORMANCE–ACKNOWLEDGEMENT Indicates whether a FHSP student graduate has earned a performance acknowledgement for outstanding performance in a dual credit course.

13  Community and Student Engagement Indicators o Per HB 2804 TEA must collect from all schools their choice of 3 out of the 8 CASE Indicators and ratings criteria that the schools will rate themselves on. The categories are: Fine Arts Wellness and Physical Education Community and Parental Involvement 21 st Century Workforce Development Program Second Language Acquisition Program Digital Learning Environment Drop Out Prevention Strategies Education Programs for Gifted and Talented

14 o CASE choices will be collected in Sub 3. o JJAEP’s, DAEPS, and Juvenile Detention Center campuses are exempt from this reporting.  CASE Ratings Criteria Link o Per 39.0546 (a)(1)(B) and 39.0546 (a)(1)(c), criteria must be submitted to TEA indicating how the district will evaluate performance and assign ratings. It also states that the information will be made available on the district/campus internet site.

15  In order to address this requirement, new elements and a code table have been added for the 2016-2017 school year and will be reported in Submission 3: o FIRST–CASE–CHOICE–CODE o SECOND–CASE–CHOICE–CODE o THIRD–CASE–CHOICE–CODE o CASE–RATINGS–CRITERIA–LINK

16  Community and Student Engagement Indicators o The CASE indicators selected in the 2016-2017 school year, during Submission 3,will be reported to TEA prior to the end of the 2017-2018 school year. o These ratings will most likely not be reported in Submission 3 due to timing. Deadline will probably be May 15, 2018.

17 o Each district and campus will be required to submit their ratings for the 3 CASE indicators they selected in the previous school year. These will be validated with a fatal edit. o The Fifth Domain requirement to rate 3 CASE indicators on an A-F scale does not replace the requirement for districts/campuses to submit ratings for each of the 8 Category Codes currently collected in Submission 3.

18 o The Performance Rating scale that will be used: An overall or a program or category performance rating of A reflects exemplary performance. An overall or a program or category performance rating of B reflects recognized performance. An overall or a program or category performance rating of C reflects acceptable performance. An overall or a program or category performance rating of D or F reflects unacceptable performance.

19  How the 5 Domains contribute to the accountability ratings: o Domains 1, 2, and 3 contribute a max of 55% of the score. o Domain 4 contributes a max of 35% of the score. o Domain 5 contributes a max of 10% of the score
