4 1. Cabinet Department heads of the executive branch; used as advisors by Washington and later presidents 2. Pinckney’s Treaty 1795 treaty with Spain; U.S. gains right to travel the Mississippi River; gains access to New Orleans port; sets southern U.S. border with Florida at the 31 st parallel

5 3. Federal Judiciary Act of 1789 Congressional law that created the Federal court system 4. Tariff A tax on imported goods; primary source of government revenue; promoted by Hamilton & the Federalists

8 9. nullification Idea that states can cancel any act of Congress that it considered unconstitutional. 10. Jay’s Treaty 1794 treaty with Britain; required Britain to evacuate all forts in the Northwest Territory; required Britain to pay for all damages to U.S. sea vessels that had been seized.

9 11. Treaty of Greenville 1795 treaty with Native Americans; tribes surrendered their claims to much of the Northwest Territory; U.S. gained Lands that will become Ohio, Michigan, Indiana, and Illinois.

10 12. Precedent An example that becomes standard practice; Washington established many of these during his presidency. A rebellion in France beginning in 1789; it put the U.S. in an awkward position politically; as a result Britain declared war on France; Washington declared that the U.S. would remain neutral in any conflict between France and Britain. 13.
