3 Public Safety Radio Communications What is it? Mission Critical Link For Delivery Of Services By Public Safety Agencies To Citizens Of North Dakota – Must Perform Consistently At All Times Especially During Emergencies – Dedicated To Public Agencies To Ensure Control, Coverage, Capacity & Operational Integrity Safety Of North Dakota First Responders & Citizens Depends Upon These Networks Page 3

4 Multiple 911 Centers & Radio Systems In North Dakota Many Local Agencies Have Their Own Radio System Along With State Radio Which Overlays the State This Has Created A Disparate System Which Is Not Serving The First Responders & Citizens Of North Dakota In Everyday Events & Emergencies – DES/State Radio Operates/Manages System For State Agencies & Some Local Agencies – NDDOT Maintains The Network – ND State Patrol Is The Largest Public Safety User Of That Network – Majority of the Population Of The State Is Served By Local Agencies such as RRRDC – This Results In Fragmentation And No True Network For Public Safety In North Dakota

6 Consultant Study The issues have become so severe that several state agencies and public safety associations funded a consultant study to assess the issues and return with recommendations. STEPS Committee (911 subcommittee),Department of Emergency Services, Highway Patrol, Department of Transportation, Department of Information Technology, Fire Chiefs Association, Emergency Managers Association, 911 Association, ND APCO, ND Firefighters Association, ND Peace Officers Association Data was collected from 53 counties and multiple state agencies. Findings From Telvate Study – Significant portable radio coverage gaps – Decreasing reliability of systems have resulted in some entities relying on cell phones – Significant gaps in ability to communication between different agencies – Existing State Radio System does not support the mission critical needs of first responders and citizens Recommendation – A centralized shared statewide trunked Project 25 network that can be utilized by all first responders in North Dakota.

7 Existing North Dakota Public Safety Communications Issues No Advanced Digital Features – No Identification Of What Agency Or Individual Is Communicating – No Control Of Communications During Emergencies – Does Not Allow Private Communications Between Work Groups & Individuals – Remote Over The Air Programming To More Cost Effectively Manage System Limited Interoperability With Neighboring States Page 7
