5 Periodic Conference Calls – RC - Coordinates and Performs Roll Call Real-Time Discussions – – ON the Hotline Hotline Users – Identify the Entity you Represent (minimum) Keep Comm. Facilities “in-service” Language (English) Voice Communications REQUIREMENTS

6 Operating Reserve Calls – – Initiated on Hotline by Deficient Entity (ASAP) – Enter Reserve Request into EMS – Acknowledge Reserve Call Entity Name Amount Reserves Providing Acknowledge means: “Reserves in your EMS” – RC Ensures Participants and Amounts are Corrects. 7 PROCEDURES: 3-WAY COMMUNICATION Initiator: – State Directive / Message with Detail Receiver: – Listen and Repeat Directive / Message Initiator: – Confirm Directive / Message Understood – If NOT…Repeat Directive / Message Voice Communications

8 PROCEDURES: COMMUNICATION OUTAGES Planned – Notify the FRCC RC Prior – Agree on Back-up Communication Method w/ FRCC RC and Neighbors – (Post Notifications on FTMS) Unplanned – Notify the FRCC RC ASAP – Agree on Back-up Communication Method w/ FRCC RC and Neighbors – Proceed with Repair – (Post Notifications on FTMS) Voice Communications

9 PROCEDURES: LOSS OF HOTLINE Hotline Down – Post a Message on FTMS – RC Determines Those Affected – RC Determines Preferred Alternate Communication Method – Entity Determine Alternate Communication Method for Neighbors – Proceed with Repair Voice Communications

10 FRCC Hotline – Sprint (New Single Provider) Trouble Ticket Contact Information If there is a problem with the FRCC Hotline any location may call Sprint to open a trouble ticket to have the problem corrected. The Customer Name is Florida Reliability Coordinating Council (FRCC) The Sprint Private Line # is 472763 The Sprint support line for the FRCC Hotline: 1-800-877-5045. Private Line # and Street address of Location Should be Enough to Open Trouble Ticket…. Voice Communications

11 PROCEDURES: LOSS OF ALL CONVENTIONAL VOICE COMMUNICATION Phones & Hotline Down If you have the Problem - Post a message on the FTMS…Along With Alternate Numbers, etc. Use the Satellite Phone to Notify RC RC Will be Proceed on Identifying All Affected Entities If Single Entity.. Agree on Alternate Comms. Voice Communications

12 PROCEDURES: LOSS OF ALL CONVENTIONAL VOICE COMMUNICATION (cont) If Multiple Entity Comms are Down, the Satellite Phones will Become Primary and FTMS should be used to Provide Status of Affected Parties and Alternate Numbers (cell phones, working numbers etc.) The Important Thing is to: Agree on Back-up Communication Method w/ FRCC RC and Neighbors …Ahead of Time …Before you Need to Talk Voice Communications

13 PROCEDURES: HOTLINE RELIABILITY CONFERENCE CALLS RC Coordinates Calls (roll call) Any Entity Can Request Conference Call Today Calls are the 10:00 AM (ORS Sets a Schedule Under RC Recommendation) – Daily Capacity Assessment – Discuss Potential Reliability Issues – Discuss Mitigation Strategies – Questions Voice Communications

14 PROCEDURES: HOTLINE RELIABILITY CONFERENCE CALLS (cont) Serve to Test Hotline Identify Issues in a Non-Urgent Manner Create Discussion / Maybe a Solution in Non-Urgent Manner Agree on Mitigation Ahead of Time Voice Communications

17 DIRECTIVE vs REQUEST for VOLUNTARY ACTION Request is suggestion for Voluntary Action – Coordinated among RC and affected entities – Based on RC / TO / BA analysis of mitigating options – TO / BA has decision authority Directive – RC has decision authority – Not Optional Unless the Directive Would: Violate Safety Violate Equipment Ratings, Violate Regulatory Requirements Violate Statutory Requirements Reliability Coordinator Topics
