3 Big data is borderless Big Data refers to information or data sets that are so large they can’t be processed or analyzed using traditional processes or tools

4 How did Big data grow so big Web 2 – User contributed data (dating sites?). Money can be made from directing content to users (google adwords). Non focused field of play (not just a cooking site). Very low barriers for content insertion. Mobile – Sensors everywhere. Playability - Fun!

5 User’s “life” is on the web Photos – What they see Tags – With whom Videos – What they do Statuses - State of mind Likes – Opinions Friends – Connections Money transactions – Pay-pal.

6 Technical challenges? Storage - How can we capture relevant data in time and then use the insight derived from that data for business results? Analysis - How can we understand and utilize it, when it comes in such a multitude of unstructured formats? Price - How can we analyze and manage the need for and the size of computational capacity required to handle it safely and ?

7 Technical answers emerging Storage - NoSQL DBs: Hadoop, Dynamo DB, Berkeley DB, MangoDB, CouchDB …Non relational. Analysis – Parallel computing (Hadoop’s Map reduce). Cost – Low cost machines, going to the “clouds” farms (size advantage).

8 How is it relevant for police and regulation? New eco system/s. New belt of tools. New borders are “no borders”. Same “Bad” guys. Same “Good” guys. New set of rules?

12 Dos and don’ts Monitor everyone’s activity like Google, Facebook, Alexa and others do? NOT. Monitor specific people? Sometimes, Judge order, Manual slow, limited. Use gathered data? Depends, for what propose it was gathered. International activity? Depends on cooperation of local agencies. Slow if ever. Manual.

13 What about sensors & CCTVs? The Britain experiment – 4,000,000 cameras in Britain, more then 1,000,000 in London 200,000,000 BP invested in London alone. 1 crime in 1000 solved. The “feel safe” excuse. Citizens complain that the police should have monitored and didn’t. Citizens complain about loss of privacy. Cost benefit unclear. London 2011 riots

16 So who is the enforcer and who is being enforced ? Legal constrains. Limited budget. No enough man power. Lots of data that can’t be monitored. Big data technologies are not enterprise technologies. Large expectations.

17 The challenge How can we devise a solution that is cost effective and doesn’t include the words “Education”, “Infrastructure”, “Budget” and “New legislation”?

19 The old human operating system Predatory violence vs. Cocky violence (Rory Miller). Crime for profit is just another foraging strategy. The violence gene. Biological differences in brains of killers. Given the “wrong” circumstances we can all do “Crimes”.

20 The modern Eco System So we are out of the savannah and into the “open- space” but what can make us safe? I.e. not “feels safe” but safe!

21 Social engineering - the positive way Manipulating people to behave right. Oscar Newman – Defensible space (1972) –Environmental design. –Territoriality. –Ownership. –Costs of straying.

22 Environmental design = Eco system Assist promote and use NGOs (Non Government Org.) to collect and analyze data using Open source cloud based apps. –NGO are legally more agile then GO. –No lack of volunteers. –Cheaper to operate. –Closer to the community. –More popular. –Can use Open source tools. –Can use open data (friends).

23 Territoriality & ownership NGOs can be municipal but should use smaller groups (neighborhood, subject matter) to manage data. NGO שימוש בחוק רישוי עסקים כמכשיר רגולציית Same “Application” can be used by any citizen who is willing to contribute data. Hide and protect sources. Compensate for contributions (sometimes).

24 Cost of straying NGO can select and give information to the law enforcement agency. Shame can be a great deterrence when monitored by peers. Label the physical world.
