4 African Network Information centre 23 octobre 2011 Finance Department The Finance department manages the day to day finance activities, reports weekly on the position of the company and ensures that proper controls and procedures are in place Finance activities Servicing of members Banking Suppliers Auditing Procedures and Control Authorisation of Purchases Collection of receipts Approval of Payments Verification of expenses Financial Reporting Weekly Cash Position Monthly Income and Expenditure accounts Auditing of Financial statements Budgets and Management reports VAT and other Tax returns AfriNIC accounts for all transactions and reports upon them

5 African Network Information centre 23 octobre 2011 Invoicing Process Member is created and invoiced once the membership form has been received and information therein are accurate New member sends membership form + RSA by FAX or email If Application OK Create in system Finance dept Sends Invoice Informs tech team New pending admin Payment and signed RSA received (Original) Member gets active status Keep copy of invoice, payment in file End of year billing Member receives service upon receipt of payment and signed RSA  New member between Jan-Mar are billed 100%  New member between Apr-Jun are billed 75%  New member between Jul-Sep are billed 50%  New member between Oct-Dec are billed 25%

6 African Network Information centre 23 octobre 2011 Invoicing Process - Transition RIPE will continue to bill and collect fees from AfriNIC members till the end of the year ARIN has transferred AfriNIC member details for the current financial year. AfriNIC has started to bill the former ARIN based on their anniversary date for 2005 Anniversary date between Jan-Mar are billed 100% Anniversary date between Apr-Jun are billed 75% Anniversary date between Jul-Sep are billed 50% Anniversary date between Oct-Dec are billed 25% AfriNIC will bill all its members annually from 2006:

7 African Network Information centre 23 octobre 2011 Regular billing process November Invoices sent January First reminder 5% discount for Invoices paid before January February Second reminder 100 USD penality fee No service from HM March Third reminder +100 USD penality PENDING closure May Closure Closure implication No request will be processed by the HM team Resources will be removed from WHOIS DB If the LIR settles all outstanding payments, they will have to go through a new membership process from the very beginning and pay a new setup fee and will have the responsibility to re-enter all the data in the WHOIS DB. LIRs upstream provider will be informed about the status of LIRs address space and advised to stop routing such address space as it is not registered anywhere anymore. -30 0+30+60 +120

8 African Network Information centre 23 octobre 2011 Some Challenges From a financial point of view there are a few challenges that face our newly established registry Timely collection of membership fees Follow billing policy Regular follow up Reminders Obtain income-tax exemption in Mauritius Ongoing Negotiation with Ministry of Finance Already have duty exoneration on furniture Be autonomous from 2006 Re-invest surplus from 2004 and 2005 to finance 2006 OPEX Achieve a 15% Growth in members per annum Achieve 15% growth in members per annum Seminars and marketing campaigns consolidate buy-in from key stakeholders in the region
