2 Community Development Department Master Site Plan Application Purpose: To Provide a cost effective optional review process to applicants for all moderate and major residential, non-residential and mixed-use developments. Review Level Benefit:  Applicant – Obtains formal application Development Order without incurring significant engineering design prior to proceeding with final plat and technical site plan application and approval. Process  Staff – Review and provide recommendation of the basic development concept to the PLDRB and City Council, as may be required.  Planning and Land Development Regulation Board - Review and provide recommendation of approval/denial to City Council as may be required.  City Council – Review/Final approval/denial authority (Major/Tier 3 applications).
