8 Module 3.04.02 Passenger mobility and road traffic data Current state  MONSTAT created questionnaire, and prepared sample and methodology for passenger mobility survey  Our aim is to collect and process data concerning travelling of resident population by purpose and the most common way of traveling.  For preparation of the survey we used following documents: European Commission-Eurostat/E6 "LOT 1: Support for passenger mobility statistics“ D1.5 Methodological report on passenger mobility  Passenger mobility survey is included in Annual Plan of Survey for 2013 as pilot project (not realized – insufficient number of staff) STATISTICS Chapter 18: M O N T E N E G R O Negotiating Team for Accession of Montenegro to the European Union Chapter 18: Statistics

10 Module 3.04.03 Road freight transport statistics Current state  Data on carried goods, passengers, tones and passenger kilometers MONSTAT process through survey that is not fully harmonised. In order to harmonise it MONSTAT introduced a new pilot study in accordance with Regulation no. 1172/98 (Regulation no. 70/2012, which replaces this regulation).  For purpose of this survey, MONSTAT prepared a questionnaire and methodology, in accordance to “Reference Manual for the implementation of Council Regulation No 1172/98 on statistics on the carriage of goods by road (2011 edition)”. 13 Module 3.04.03 Road freight transport statistics  Through new pilot survey MONSTAT collect: Data on vehicles Data on journey Data on goods  MONSTAT used the optimal allocation stratified sample. The sample size is 400 vehicles from 2 600 vehicles that represent the main set.  Data on travels and vehicles are collected from legal and natural persons who are owners/users of freight road vehicles/trailers over 3 500 kg payload. 17 Module3.04.04 Rail transport statistics Current state  In the field of railway transport MONSTAT process data on the number of passengers carried, passenger-kilometers, goods and ton- kilometers.  Data on railway infrastructure and the inventory status of railway transport vehicles is process annually.  Data on accidents in railway transport are also included in the annual surveys.  Data on the number of passengers carried and passenger kilometers, the amount of goods and ton-kilometers, are delivered to EUROSTAT starting from the second quarter of 2012, in accordance with Regulation (EC) no. 91/2003. 18 Modul 3.04.04 Rail transport statistics Current state Simplify and detailed report  In the accordance of Regulation 91/2003 delivery of simplified and detailed set of data is required.  Average of the ton km in Montenegro in the last three years was 120 million. Average of the passengers km in the last three years was 73 million.  Because the average was been lower than anticipated regulations, MONSTAT is required to deliver a simplified annual data sets to EUROSTAT. 22 Module 3.04.05 Maritime and inland waterways transport statistics Current state Maritime transport statistics  Average of the turnover in the ports of national importance Bar and Kotor in the last three years was 1.6 million tons of cargo.  Montenegro under Directive no. 2009/42 will provide a data set A3. 23 Module 3.04.05 Maritime and inland waterways transport statistics Current state Inland waterways transport statistics  Law on Maritime and Inland Navigation ("Official Journal of SRJ", no. 12/98, 44/99, 74/99 and 73/00), Article 5 defines that the internal waters consider Skadar Lake, the river Crnojevica and Bojana in the borders of navigability.  According to the data from the Ministry of Transport and Maritime Affairs, there are two ships whose capacity is 334 passengers and they transported passengers only for tourism purposes.  There is no registered transports of goods (do not exist even in the Business Register).  These statistics are not relevant for Montenegro. 26 Module3.04.06 Air transport statistics Current state  Air traffic data are collected through two types of surveys: 1.Transport of goods and passengers at airports 2. Transport of passengers in air transport  Periodicity of survey – monthly  Average of the transport of passengers at the airports of national importance Podgorica and Tivat in the last three years was 1.3 million passengers.  Average of transport of passengers at the national company in the last three years was 0.6 million passengers. 27 Module3.04.06 Air transport statistics Current state  MONSTAT prepared a pilot study on the transport of goods and passengers by airport pairs that includes all the variables defined in Regulation no. 437/2003.  Our aim is to collect and process data on the transport of passengers, freight and mail by pairs airport departure/arrival of the aircraft at the reporting airport.  Periodicity of survey – quarterly  Survey on the transport of goods and passengers by airport pairs is included in Annual Plan of Survey for 2013 as pilot project (not realized – insufficient number of staff).
