2 Background Population of 96.71 million Growth rate of 2.04% Life Expectancy 71.66 years 3.19 children per woman Migration of -1.29/1000 They just had a typhoon. With over 11 million people directly affected. Its your chance to make the decisions

5 The Three Cities The three cities that you have to decide on are: Manila- the capital city in the north (1.6 million) Tacloban- A smaller residential area in the centre of the islands. (0.26 million) Cebu- another major city, in the southern area (0.86) While they are not always involved this is important information

6 DAY 1 Suspected 10,000 dead 2 large freighter ships inland 673,000 homeless Transport links shattered- Roads blocked and flooded You have to make a decision now, and cope with the consequences later. You must make this decision based on: o Money available o Resources available o Time management o Which of the three cities need it most o And the benefit given The team with the most population at the end will receive a prize.

7 DAY 1- Resources  $10 million  600,000 soldiers  2 helicopters

8 DAY 1- Decisions A: Mobilize troops to the worst effected areas for rescue ($1M and 450,000 men) B: Mobilize troops to areas where there is unrest among the unaffected ($1M and 100,000 men) C: Mobilize troops to Manila to protect the governance ($0M and 400,000 men) D: Do nothing ($0M and 0 men)

9 Day 1 results (if you didn’t pick) A: Population decreases by 1,000 B: Looting and crime causes $2M loss C: Protests turn violent: population -100, money - $1M D: Nothing

10 DAY 2 Aid is on the way, but the airport is blocked by debris and refugees No new resources. Just your unused ones from last round.

11 Day 2 Choices A: Clear the airport of debris and use the refugees as workers to sort aid (100,000 men, 1 helicopter, $2M) B: Continue to rescue people (100,000 men, 1 helicopter $5M) C: Set up refugee camps for people at the airport in centres (300,000 men, $7M) D: Export settlers to nearby countries (100,000 men, 2 helicopters, $5M)

12 Day 2 Results (if you didn’t pick) A: Aid received next round is halved B: Population decreases by 10,000 C: Population decreases by 1,000 and disease spreads D: population decreases by 5,000 but food and water is more readily available.

13 Day 3 Aid arrives from leading G8 nations. If you cleared the run way you will receive $53M in aid and 1 warship, one aircraft carrier with 3 planes. With an extra 1M man power. If not you get $20M and 1 warship and one aircraft carrier but only 1 plane, and 500,000 men.

14 Day 3 decisions A: Mass excavation of areas (300,000 men, 1 plane, $20M) B: Mass healthcare crack down including water treatment (300,000 men, 1 plane, $20M) C: Fortify sea boarders (100,000 men, 1 warship, $15M) D: Set up food supply and distribution centres in tacloban (300,000 men, 1 plane, $20M) E: Set up food supply and distribution centres in Cebu (250,000 men, 1 plane, $10M)

15 Day 3 results (if you didn’t pick) A: 100,000 population decrease B: 500,000 population decrease plus disease spreads further C: (Wait) D: 200,000 population decrease E: 50,000 population decrease

16 WARNING DISEASE SPREAD- For each time you have allowed disease your population will decrease by 250,000

17 Day 8 More aid is arriving, but internal problems now arise. Corruption at the highest level has left you weakened. Every decision you make now can be cancelled by your government, and the money for that action lost. New aid: 80 helicoters, 118 tons of food, 500,000 soldiers of mixed nationalities, $200M

18 Day 8 Decisions A: Final clearing and excavating (100,000 men, 5 helicopters, $10M) B: Establish health centres (200,000 men, 3 helicopters, $50M) C: Build sustainable relief centres for trauma (100,000 men, $25M) D: Rebuild key buildings eg schools and hospitals (300,000 men, 25 helicopters, $100M) E: Balance the wealth in the country (10,000 men, 2 helicopters, $10M) F: Restore military base (50,000 men, 20 helicopters, $40M)

19 Day 8 Results (if you didn’t pick) A: 1M population decrease B: 7M population decrease and disease spreads and mutates C: GOVERNMENT cancelled D: GOVERNMENT cancelled E: GOVERNMENT cancelled F: (Wait)

20 Day 20…… Day 20, a week from today. Now all that happens next is complete fiction, as opposed to the real facts used previous. The pacific region is now recovering (as best it can) from the typhoon. But disease is rife in tacloban and cebu and is spreading north to Manila. In darker news, the waters around the Philippines are now lined with ships of other nations, specifically China. If you took military action during this game you will receive a bonus which will equal the land saved which would have been lost had tensions escalated.

21 …… So what happens now. Those who were infected with a mutated disease last round may be fearing the worst. --- Decrease population by 10M Those of you who repaired the military base receive an extra $10M for this final round Those who fortified sea boarders gain $1M

22 Final Day Resources All previous supplies are wiped clean, except those just given, due to corruption and sustaining the ideas implemented You now have $10M and only 500 men to work with.

23 DECISIONS A: Set up sustainable housing (200 men, $7M) B: Vaccinations for children introduced (100 men, $5M) C: Invest in Manila University (0 men, $15M) D: Introduce a sustainable population scheme (200 men, $6M) E: Invest in military (0 men, $5M) F: Invest in typhoon protection schemes (100 men, $10M)

24 RESULTS (IF you DID choose) A: GOVERNMENT cancelled B: GOVERNMENT cancelled C: Nothing D: GOVERNMENT cancelled E: Nothing F: GOVERNMENT cancelled

25 So to conclude Count up your scores and your current population But when you leave today, consider why many of these schemes have been cancelled, and then take time to digest that I used actual rejected schemes from previous disasters and general plans in the Philippines.
