7 Preparedness Package for Refugee Emergencies 7 PPRE  The focus of the PPRE approach is on general preparedness everywhere, and more advanced preparedness measures where needed.  This general level of preparedness is guided by the checklist for Minimum Preparedness Actions (MPA)  These MPAs are to be taken regardless of level of risk, and are not linked to a need for contingency planning. 10 Preparedness Package for Refugee Emergencies 10 PPRE The MPA checklist:  Required by all offices everywhere  Is not resource intensive  Should result in achieving the minimum level of preparedness required for the organization  Provides groundwork for knowing when to initiate the Advanced Preparedness Actions (APAs)

11 Preparedness Package for Refugee Emergencies 11 PPRE One of the actions to be taken per the MPA checklist is risk analysis… “Undertake regular refugee movement risk monitoring, and engage with the inter-agency risk monitoring processes in-country, including those led by the RC/HC …” M2

12 Preparedness Package for Refugee Emergencies 12 PPRE Risk is systematically analyzed using two factors: Impact – How bad would a particular refugee influx scenario be? and… Likelihood – What are the odds that the emergency scenario will actually occur?
