Virginia Department of Rail and Public Transportation Background SB 1140 (passed in 2012) established a performance-based allocation process for state operating assistance to transit agencies – For revenues in excess of $160MM – Established the Transit Service Delivery Advisory Committee (TSDAC) to work with DRPT to develop a methodology TSDAC and DRPT prepared a methodology for this allocation process with the following performance measures: – Net cost per passenger (50%) – Customers per revenue hour (25%) – Customers per revenue mile (25%)

Virginia Department of Rail and Public Transportation Performance Data Collection Standards DRPT convened a Transit Agency Working Group to review data collection practices and standards TSDAC issued an SB 1140 Performance Based Funding Allocation Study recommending standards for calculating performance measures from collected data – Data definitions – Data collection methods / technologies – Data storage, processing, and verification
