6 Virginia Department of Rail and Public Transportation Implementation of Performance Data Collection Standards and Reporting Pilot Program

7 Virginia Department of Rail and Public Transportation Background SB 1140 (passed in 2012) established a performance-based allocation process for state operating assistance to transit agencies – For revenues in excess of $160MM – Established the Transit Service Delivery Advisory Committee (TSDAC) to work with DRPT to develop a methodology TSDAC and DRPT prepared a methodology for this allocation process with the following performance measures: – Net cost per passenger (50%) – Customers per revenue hour (25%) – Customers per revenue mile (25%)

8 Virginia Department of Rail and Public Transportation Performance Data Collection Standards DRPT convened a Transit Agency Working Group to review data collection practices and standards TSDAC issued an SB 1140 Performance Based Funding Allocation Study recommending standards for calculating performance measures from collected data – Data definitions – Data collection methods / technologies – Data storage, processing, and verification

10 Virginia Department of Rail and Public Transportation Implementation of Performance Data Collection Standards Pilot-based approach to allow implementation details to be worked out in a focused way before rolling out across the Commonwealth Working with three pilot agencies – Charlottesville Area Transit (CAT) – Bay Transit – Fairfax Connector Extensive interviews and field visits conducted in May and June with each agency to learn about their existing practices, technological capabilities, and needs

11 Virginia Department of Rail and Public Transportation Next Steps August – DRPT to present initial findings from pilot program and solicit feedback from agencies across the state on draft data requirements Fall 2015 – DRPT to work with pilot agencies to implement data requirements – Possibly working with agencies’ vendors for transit ITS systems
