2 HISTORY  1931 – League of Philippine Public School Teachers Association headed by Ricardo Castro  1947 - birth of PPSTA. Marcelino Baustista is elected as first PPSTA president

3 PHILIPPINE PUBLIC SCHOOL TEACHERS ASSOCIATION  Biggest and foremost teachers association in the Philippines  Major unifying force for government teachers  Serves as the financial security provider thru its life insurance, retirement and loan facilities  With around 200,000 teacher-members  Composed of 17 regional and 151 local chapters  Headed by its president Mario L. Ramirez and General Manager John A. Apatan

5 EDUCATIONAL STRUCTURE IN THE PHILIPPINES  Basic Education  Optional pre-school ( age 3-5 )  Elementary school ( age 6-11 )  Secondary School ( age 12-15 )  Tertiary  College( age 16-22, depending on the course, sometimes 4 yearcourse, others 5 year course )

6 Educational System ISSUES  High drop-out rates  High number of repeaters  Low passing grades  Lack of particular language skills  Failure to adequately respond and address the needs of people with special needs  Overcrowded classrooms  Poor teacher performance

7 EDUCATION GOVERNING BODIES  Department of Education (Deped)  Handles the basic education, alternative learning system (ALS) and the Islamic Education Institutions  Commission on Higher Education  Handles the college or tertiary education  Technical Education and Skills Development Authority  Handles the non-degree training and vocational/technical courses

8 Teaching in the Philippines IN-SERVICE  Teachers in the Philippines must hold a bachelors degree in education ( 4 year degree program)  Teachers in elementary schools must have at least a bachelors degree in elementary education (4 year degree program)  Teachers in high schools must have a bachelors degree in secondary education with specialization (a major and a minor; 4 year degree program)

9 Teaching in the Philippines  Teaching in colleges or professional degree programmes at the tertiary level requires at least a masteral degree in particular area of specialization. A doctorate is required of those who teach courses in graduate programs  Non education graduates should complete an 18-unit Certificate of Professional Education in order to qualify to teach as elementary or high school teachers

10 Teaching in the Philippines  Teachers can only teach if they were able to pass the Licensure Exam for Teachers (LET) supervised by the Professional Regulatory Commission (PRC)  Teachers can only join the government service provided they have the following qualifications:  Appropriate civil service eligibility  Bachelors degree in education or its equivalent  Master’s degree and doctorate degree  Good moral standing, etc

11 Teaching in the Philippines IN SERVICE TRAININGS  Training activities are conducted by  DepEd  Teacher education institutions  Other government and NGOs  International agencies

13 Teaching in the Philippines  At the tertiary levels, schools or universities prepare their own training programs  College Faculty Development Fund Program was formulated to help update the competencies of teachers in the college level

14 PPSTA AND THE TEACHERS  Past Milestones  Successful lobby of the increase in teacher’s monthly salaries by 12.5% in 1946  Creation of Teachers Pavilion in Quezon City to help teachers afflicted with pneumonia and tuberculosis  1948-1950 – RA 312 Public School Act  1951-1954 – Philippine Philosophy of Education  1957-1958 – Book Program  1966 – PPSTA recognized as the legitimate National Organization in the Magna Carta for Public School Teachers

15 PPSTA AND THE TEACHERS  Present Milestones  Represents the teachers in the GSIS. The PPSTA president seats as one of the Board of Trustee of GSIS.  Local chapter presidents of PPSTA also represents the teachers in their local school board.  PPSTA is also part of the technical working group in the Senate for the salary increase of teachers  PPSTA campaigns for the amendments in Magna Carta for public school teachers

16 PPSTA AND THE TEACHERS  Continuously building linkages with different government and NGOs for its projects like AASA- Guro Kalinga (housing project for the teachers)  Continuous Search for Outstanding Teachers in the Philippines  PPSTA Teachers Cooperative Bank  PPSTA Academy

17 PPSTA AND ASEAN COMMUNITY  Help establish the PPSTA Academy  Create a collaboration, networking, and research and development for the development of teaching methods adapting the modern technology today  Different country exposures, symposiums, conferences, dialogues
