A systematic, explicit and comprehensive process for managing safety risks that provides for goal setting, planning and measurement of performance against defined criteria A formal method of measuring and evaluating individual and organizational safety performance with an emphasis on continuous improvement 2

Requires: Identification of hazards, assessment of risks, and builds a business case to justify controls that will reduce risk to acceptable levels Proactive identification of hazards Leverages employee involvement Focuses on performance driven results Provides focus, avoiding waste of funds, human resources, and management's time Ties programs and processes together linking appropriate allocation of resources for SOH issues and concerns 3

Reduces the risk of workplace incidents, injuries, and fatalities through data-driven measurements and improvements. Involves engaging people and working in partnership to make safety a shared responsibility, recognizing the value of cross-level teamwork. Organized and structured to ensure that organizations are able to achieve and maintain high standards of safety performance. Proactive, preventive and integrated into the culture of your organization. 4

Strengthen USAF Safety Culture Help preserve combat capability Align our world-class programs with: - Occupational Safety & Health Administration (VPP / I2P2) - American National Standards Institute (ANSI Z10) - FAA Safety Management System construct Focus on data-centric information for proactive mishap prevention The AF can’t afford the mission degradation caused by these losses. The status quo is no longer an option.

9 I n t e g r i t y - S e r v i c e - E x c e l l e n c e AF SOHMS Policy AFPD 90-8, Environment, Safety & Occupational Health (ESOH) (2 February 2012) Requires use of accepted management system principles to enhance ESOH life cycle efficiencies in every Air Force program. ESOH management systems are a foundation of a sustainable Air Force. Management systems instill a culture of continuous improvement and life cycle decisions to manage and mitigate ESOH risks, identify, and correct deficiencies to improve overall worker and mission performance. Specifically, the AFPD requires the AF reference civilian consensus standards to assist in creating an effective SOHMS.

17 I n t e g r i t y - S e r v i c e - E x c e l l e n c e VPP Policies and Procedures Manual CSP 03-01-003 - VPP Policies and Procedures Manual “A Systems Approach. Compliance with the OSH Act and all applicable OSHA requirements is only the starting point for VPP participants. VPP participants develop and implement systems to effectively identify, evaluate, prevent, and control occupational hazards so that injuries and illnesses to employees are prevented. Star participants, in particular, are often on the leading edge of hazard prevention methods and technology. As a result, VPP worksites serve as models of safety and health excellence, demonstrating the benefits of a systems approach to employee protection. NOTE: Federal agencies participating in VPP also must comply with Executive Order 12196 and 29 CFR 1960, in addition to Section 19 of the OSH Act.”

20 I n t e g r i t y - S e r v i c e - E x c e l l e n c e Summary VPP or AFSMS are not replacing the USAF Mishap Prevention Program Both are frameworks upon which an organization executes the USAF Mishap Prevention Program Both are systemic methodologies for safety program construction, execution, evaluation and identifying opportunities for continual improvement in performance Information, education, awareness and participation are key AF will recognize OSHA VPP Star status as prima fascia proof of AFSMS conformance
