Gandhidham Municipality: ESCO Agreement signed for 9200 LED Street lights. Project to commence in May 2016. Gondal Municipality: ESCO Agreement signed for 7400 LED Street lights. Project to commence in May 2016. Bandung Municipal Corporation (Indonesia): Emerged as L-1 bidder in a project for 28000 LED Street lights. Sidhpur Municipality: L-1 bidder. Agreement to be signed.

10 Broad Objectives:  To improve existing Street Lighting to comply with SP72 (Part 8), IS 1944 (Part 1) and IS 1970 (Part 2).  To Improve service levels (Minimum 98% street lights in working condition at any point of time).  To reduce Energy cost substantially while improving Street Lighting standards  To reduce Maintenance cost  Centralized wireless control of street lights and data logging.  Wi-fi connectivity in entire network for Smart City.  Built-in Security Camera at strategic locations to enhance safety and security.  Reduce carbon foot print.

11 Why LED?  Highest efficiency (up to 200 lumens/watt).  Low power consumption.  Long life time of 13 to 15 years.  Less replacement and maintenance cost.  Dimming options for additional energy saving.  Small package size and weight  More accurate color rendering: The Color Rendering Index is the ability of a light source to correctly reproduce the colors of the objects.

12 Why LED?  Quick turn on and off.  Hot ignition following a brief power failure or inadvertent turn off.  RoHS compliance: No mercury or lead, don't release poisonous gases if damaged.  Less attractive to nocturnal insects: Nocturnal insects are attracted to ultraviolet, blue and green light emitted by conventional light sources.  Fewer electrical losses.

13 LED: Direct Savings Reduced electricity consumption (kWh). Reduction in Demand Charges on account of reduced Maximum Demand. Reduction of maintenance, replacement & repair charges (considered at 40% of electricity charges). Reduction of expenses on manpower, vehicle, FOL and administrative costs (considered at 25% of electricity charges.)

15 LED Streetlight program implemented under ESCo model. Initial investment by ESCO. Corporation pays payment security through Bank Guarantee/ Revolving Letter of Credit. Model based on sharing of energy savings at pre-agreed ratio. No burden on the Corporation’s existing cash flow. Maintenance expenses at present levels also to be shared with ESCo. Project period 10 years. ESCO responsible for installation, operation & maintenance of LED lights for project duration. After project duration, total benefits of savings to the Corporation.

16 ESCo Model: ESCo guarantees minimum assured savings. Penal provisions in case ESCo fails to achieve guaranteed savings. Foolproof Monitoring & Verification protocol. Assured Service Level of 98%. Penal provisions also apply to failure to achieve assured service levels. After project period, total LED fixtures handed over to Corporation in working condition.

17 ESCo Model: Stages involved Study of existing lighting assets, switching points, non- burning lamps, past electricity consumption trend etc. Appointment of project consultant by Corporation. Selection of ESCo through bidding process. Selection of Third Party Energy Auditor for baseline data finalisation and future monitoring & verification. Signing of Agreement. Opening of Letter of Credit. Security Deposit. Installation, commissioning & maintenance. Monitoring & Verification.

18 Municipality’s Social Responsibility Maximum benefit of ESCo project goes to the Nation. Maximum benefit of ESCo project goes to the Nation.
