27 Factors for Success/ Slackness of Implementation

28 Factors for Success Growing awareness and interest in the CDM in the private and government sectors especially after the ratification of the Kyoto Protocol by the Philippine government. Partnership with other institutions in organizing forum and public briefings that proved to be more efficient and cost-effective. Regional public briefings helped in generating national interest in the CDM.

29 Factors for Success Close coordination with IACCC and other groups doing capacity building activities on CDM to avoid duplication. Availability of local experts to serve as resource speakers during workshops. Availability of local CDM projects to be used as case studies during workshops.

30 Specific Barriers/Hurdles to Effective Implementation

31 Barriers/Hurdles  Delays in the establishment of the Philippine Designated National Authority - coming national election (May 2004) - consensus of stakeholders on the structure and representations in the DNA  Delays in the ratification of the Kyoto Protocol  Availability of financing for the CDM projects

32 Barriers/Hurdles  Availability of funding support for the preparation of feasibility studies and Project Design Document  High transaction cost associated with CDM projects especially for small-scale projects  Lack of available data to do project feasibility studies.

33 Options to Address Barriers/Hurdles

34 Addressing Barriers / Hurdles Work for the immediate approval of the Designated National Authority - start consultation on the operational framework of the DNA Collaborate with financing institutions on how to make financing available for CDM projects. Look out for possible funding sources (local and international) for the preparation of project feasibility studies and PDDs.
