3 Security Questions With the current state of insecurity in parts of the North, what security programs can be implemented to ensure peace and security? What support and reforms are needed in Nigeria? What can we learn about peace from other countries that have experienced this level of conflict?

4 Security Challenges Insecurity, violence and terrorism are increasing: 1Does the government have the political will to stop it? 2Does the military have the resources and training needed? 3Is corruption the key issue? 4Is international assistance needed? 5Can “development progress” lead to peace

5 RECOMMENDATIONS Military needs additional resources and training Corruption is endemic. Corrupt officials must be penalized. Military and SSS should be more accessible to the public. Find easier ways to communicate. Create platforms/softwares to improve interaction between military and civilians Tighter controls be put in place for ammunition Recruitment to military should be based on merit

6 RECOMMENDATIONS Government should improve manpower for military Military should revitalize professional training Begin a strategic dialogue with Boko Haram and consider amnesty Find ways to increase trust between military and civilians Government must enhance security on porous borders.

7 RECOMMENDATIONS Operational allowance of military should be improved Create a community forum for military to interface with community Security agencies should collaborate more and work together for a common purpose Government should release reports and implement recommendations of previous panels E.g Lemu Panel Government should ensure peoples basic needs are provided. E.g human security

8 RECOMMENDATIONS Military should be more transparent when communicating with citizens Government should demonstrate more political will Institutions should incorporate workshops to discuss security issues Political parties need to let the populace know what they are doing and plan to do about security

9 RECOMMENDATIONS Wages and welfare of personnel, especially lower ranks, should be increased Desist from taking down mobile communication If true, government should stop supplying food and other items to Sambisa forest etc Government should expose clerics who radicalized youths

10 RECOMMENDATIONS Nigerians should be more patriotic. Government should collaborate with international community to stop the source of Boko Haram funding Improve civil-military relationships with regular meetings and communication Develop effective early warning and response systems to include civil society Develop neighborhood watch programs with religious and cultural bodies
