2 EU Support to Democracy: a Policy Framework in Evolution
2009: Council conclusions on Democracy Support in the EU's External Relations: EU Agenda for Democracy Support 2011: "Increasing the impact of EU Development Policy: an Agenda for Change" (COM 2011) Responding to recent challenges and developments such as the “Arab Spring” – Neighborhood policy adjustment Human rights, democracy and other key elements of good governance as one of the 2 priorities of EU cooperation 2012: EU Strategic Framework on Human Rights and Democracy  Action Plan, pilot countries, profiles Democracy support has never been higher on our agenda

3 Key Areas for Democracy Support
Promoting credible electoral processes (fair, free & transparent) Civic Education: Human Rights and Democracy Masters, etc. building a culture of democracy, educating voters and politicians Supporting freedom of expression and an independent, viable and professional media: on- and offline Strengthening parliaments and their ability to interact with civil society and the media Supporting political pluralism and political parties Strengthening domestic accountability mechanisms

4 EU Electoral Support Electoral Assistance Election Observation
Electoral assistance is the technical or material support given to the electoral process Election observation is the political complement to election assistance Technically speaking, they are different activities but essentially they should be considered and programmed in a complementary manner Merge EEAS and EC/DEVCO roles Electoral Assistance Election Observation 4

Stimulating or supporting demand side of Democracy (dialogue, networking, and EIDHR) Follow up EOMs + link with electoral assistance + domestic observation CBSS EIDHR support guidelines focused also on democracy support Adopt democracy profiles and democracy action plans (pilot countries) In emerging democracies move towards an integrated, comprehensive and sustained approach to democracy support Make it one of the priority/focal areas in development cooperation programming ( ) Increased complementarity between different instruments and different programmes – political dialogue, incentives and support Improving the coherence and effectiveness of EU support to democracy Lists a set of values, norms and principles at the core of the Agenda (Country specific, partnership and dialogue, EU coherence and coordination, international cooperation, visibility) Underlines the need of a comprehensive and long-term approach going beyond electoral democracy – need to work on political institutions (parliaments and parties) Pilot countries have been identified to reinforce support and coherence 7
