3. Key Areas for Democracy Support
Promoting credible electoral processes (fair, free & transparent)
Civic Education: Human Rights and Democracy Masters, etc. building a culture of democracy, educating voters and politicians
Supporting freedom of expression and an independent, viable and professional media: on- and offline
Strengthening parliaments and their ability to interact with civil society and the media
Supporting political pluralism and political parties
Strengthening domestic accountability mechanisms

4. EU Electoral Support Electoral Assistance Election Observation
Electoral assistance is the technical or material support given to the electoral process
Election observation is the political complement to election assistance
Technically speaking, they are different activities but essentially they should be considered and programmed in a complementary manner
