2 Objective of ERANETMED Project “to enhance Euro-Mediterranean co-ownership through innovation and competitive research in the societal challenges of the region. The project aims at reducing fragmentation of programming in the Mediterranean region by increasing coordination among national research programmes of European Member States, Associated Countries and Mediterranean Partner Countries”

3 Goals establishing a framework for communication and coordination of programme owners and managers related to S&T cooperation from Europe and Mediterranean Partner Countries; strengthening Euro-Mediterranean R&I Cooperation promoting joint activities; developing joint funding schemes and procedures between partners; supporting long-term and stable Euro-Mediterranean cooperation; strengthen MPC capacities to enhance research and innovation and increase the impact of research on the socio-economic development of the region.

6 Themes (Energy) Renewable energies and energy efficiency (call identifier: JC-ENERGY-2014) Hybrid renewable energy system integration objective is to support development and demonstration activities in the area of the integration of renewable energy sources to the electric utility Smart Micro-grids address demonstration of concepts for active micro-grid networks enabling the integration of increased numbers of small and medium-size distributed energy resources Renewable energy and energy efficiency for smart and rural communities The main objective is to increase and improve access to innovative, affordable and sustainable energy services for rural area by focusing on accessible renewable energy solutions as well as on energy efficiency measures

7 Themes (Water) Water resources management (call identifier JC-WATER-2014) Integrated water management from the catchment to coastal zone The scope is Integrated Water Resources Management (IWRM) from catchment Integrated water use efficiency Development of new research and possibly enhancing new technologies in water use efficiency in the whole chain, from supply to end-users, coping with water scarcity, climate, water yields and water quality Water reuse in agriculture re-use of treated municipal waste water as well other low-quality water resources and its impact on future water availability Water desalination to identify ways for developing adequate technologies or optimising existing technology for desalination accounting for cost-energy effective and environmentally friendly schemes

8 Themes (Energy+Water Nexus) ENERGY-WATER nexus (call identifier: JC-NEXUS- 2014) Applicant could also decide to address energy and water issues in the same project. The objective is to develop research and enhance new innovative approaches and technologies in order to maximise the energy efficiency and use of renewable energy accounting for the reduction of impact on natural water yields

9 Minimum Requirements National Rules to be followed Applicants from research and higher education entities, companies, and other legal entities such as NGOs, o 3 Partners (1 from EU, 1 from MPC) from separate countries participating in the Call Other applicants may apply but fund their own participation The duration of a project can range between 24 and 36 months. Proposals shall address only one of the 3 themes Virtual Common Pot

12 Evaluation and Selection Eligibility check, two steps: 1)ERANETMED Criteria (made by the Call Secretariat) Each project proposal must:  Involve researchers from at least three countries members of ERANETMED (at least one from the EU/Associated Countries and one from the Mediterranean Partner Countries) providing funds for this Joint Call. Additional researchers from other countries are welcome in a project consortium, but will have to fund their own contribution to the research project;  Be of a duration comprised between 24 and 36 months;  Be written in English, using the Application Forms provided on the submission website;  Be uploaded completed and correctly (including all required documents) via the submission website before the call deadline (31 January 2015, 5 PM CET);  Fit the formal requirements for proposal submission.

13 Evaluation and Selection Eligibility check, two steps: 2) NATIONAL Criteria (made by the ECFP) The applicants are advised to contact their National Contact Point for ERANETMED call in their own country as listed in Annex 3.

15 Evaluation and Selection Four bodies involved: 1) Executive Committee of Funding Parties (ECFP), nominated representatives of the funding parties participating in the Joint Call and responsible for steering and monitoring the preparation and implementation of the call 2) Call Secretariat (CS), entrusted by the ECFP with the operational management of the Joint Call and hosted by the German Aerospace Center (DLR) 3) External Evaluators, external experts nominated by the ECFP for the peer-review of proposals 4) Review Board, group of experts set-up by the ECFP for providing competent advice during the project evaluation and selection process

16 Evaluation and Selection Evaluation procedure, two steps: 1) Peer-review: proposals are reviewed by three groups of External Evaluators (one group per each Theme of the Joint Call). Each group of External Evaluators will prepare an evaluation report. 2) Ranking phase: the Review Board meets to discuss all reviewed applications and ranks them with the help of the CS. The CS will draft a report on the results and three recommended rankings of projects divided per Theme. Provisional rankings and report are then submitted to the ECFP for final funding decision.

17 Evaluation and Selection  Evaluators: The evaluators of the External Evaluator groups are selected on the basis of their competence, irrespec­ tive of their nationality, age and affiliation. Knowledge of and experience in Euro-Mediterranean research collaboration will be considered an advantage. All evaluators must have proven experience in one or more of the following areas or activities:  Management or evaluation of S&T projects;  International cooperation in science and technology; development of human resources;  Use of the results of research and technological development projects;  Technology transfer and innovation.  For each Proposal, at least three independent evaluators, of which at least one from MPCs and one from an EU-MS/AC

18 Evaluation and Selection Evaluation criteria: Criterion 1: - Scientific and/or technological excellence (Threshold 3/5) Criterion 2: Quality and efficiency of the implementation and the management (Threshold 3/5) Criterion 3: Potential impact (Threshold 4/5) Minimum aggregated whole score: 10 out of 15 points.

19 Evaluation and Selection Final funding decision - CS prepares for ECFP three ranking lists - ECFP checks the eligibility of requested funds and return an estimated national budget for each project based on their own national regulations - ECFP meeting: Short list of funded projects + reserve list At least one project per Funding Party will be funded, assuming that it passed the threshold. Notification of results - CS will inform the applicants about the results - Successful appli­cants will be informed by their respective Funding Parties regarding the next steps
