7 The solution: Soil use & management plan (SMP)  1981 Uruguay passed a law of Soil and Water Conservation (Ley Nº 15.239)  Since 2014 Cropland farmers must present to the M. of Agriculture a soil management plan (SMP) developed by a certified agronomist.  The SMP has to demonstrate that the estimated annual erosion rate using USLE/RUSLE equation, is below a “T” value established for each soil.
