2 BRIEF INTRODUCTION HMCPSI statutory inspectorate since 2000 Authority to inspect all functions of the CPS Other inspection activity by invitation/delegated powers E.g. SFO/SPA/PPS

3 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK Published July 2011 – six priority recommendations – three others and two aspects of good practice Methodology, spoke to sample of YOT managers and survey request to others – observed quality of collaborative working between prosecutors and YOT staff at court Follow up inspection published October 2013 assessed progress against recommendations

4 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK Pertinent recommendations and findings:  Role of AYJCs diminished since restructuring – little evidence of regular structured liaison with YOT managers – follow up found limited progress  Contrast with good working relations at court – effective information exchange  Prosecutors very limited awareness of community resolution schemes – a few notable exceptions

5 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK Low level offending was bypassing out of court disposal regime – resolved once in court process but causes delay Follow up found progress but police charged cases still an issue – gravity matrix compliance Follow up identified fresh issue re post charge OOCD – apparent unilateral decisions to administer – transitional issue?

6 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK Limited concerns that prosecutors not following CPS looked after children policy Follow up found still some concerns Good collaborative working on bail information in youth courts Issues with youths in adult courts – lower prosecutor skill levels in key aspects

7 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK General observations:  Prosecutors need to improve quality of recording of decisions  Venue representations at charging stage improving but still some way to go  Still issues over correctly recording youth status on case management systems

8 THEMATIC REVIEW OF YOUTH OFFENDER CASEWORK Recent changes:  CPS implemented mandatory introductory training course on youth justice  Changes to prompts at charging stage require specific decision for each defendant – should prevent youths slipping through net
