DG REGIO Seminar – Brussels – 2010/03/12 A NATURAL AND TRADITIONAL DISCUSSION WITHIN CPMR Internal organisation in 6 « Geographical Commissions » Reflexion on territorial cooperation Promotion of « Sea-basins » approach of Maritime Policy Ongoing reflexion on the « macro-regional » approach and the concept of « functional areas » Territorial Cohesion at different scales is at the heart of our works « The concept of “territorial cohesion” is above all a political concept. It is based on the key idea of equity and thus of cohesion between territories at a given scale. The notion of territory can therefore be applied to all scales of public action. » (CPMR response to EC Green Paper)

DG REGIO Seminar – Brussels – 2010/03/12 CHALLENGE: THE SCALES ISSUE IS ONE OF THE 3 DRIVERS OF THE NEW GOVERNANCE WE NEED Sectoral integration Geographical scales Decision- making system 21st Century challenges More complex challenges increase the need for both coordination and cooperation Every political issue corresponds to global, European, national, regional and local causes Within the EU, actual or targeted integration makes intermediary scales more and more relevant Solutions must be completed at these different levels, but there are not enough instruments for organising them adequately.

WHAT SCALES FOR POLICY INTERVENTION? DG REGIO Seminar – Brussels – 2010/03/12 HOW CAN REGIONAL POLICY HELP IN THE FUTURE? Thanks to its basic territorial approach which is at the crossroads of sectoral integration, geographical intervention scales and multi-level governance Building upon the macro-regional approach in a smart and flexible way -To be developed at strategic level, with EU policies being coordinated around it (no extra money needed) - Possibility for Member States to share either as much or less than what is shared under the holistic BSS (Ex: Possible focus on maritime issues on EU sea-basins) - Possible coherent areas within a « macro-region » (ex. Adriatic in the Med, Irish Sea or Macaronesia in the Atlantic etc.) - Discussion on the possible « macro-areas » to be launched on the basis of current transnational cooperation programmes

Implementing Territorial Cohesion at regional and infra-regional level via - Improvement of statistical data available (ex. of territories with specific constraints) - Possible criteria: a « territorial cohesion » earmarking in which regions must focus part of their regional funding on infra-regional areas which they consider relevant?
