2 Update on the Future Council Programme It will create the guiding framework for the planning, modelling and decisions during 15/16 that will generate our detailed operating and service delivery models. “Whole council” – the strategic framework - sits at the centre of the future council programme. It will also provide a clear direction of travel for the council and be reflected in our single council business plan. It represents the strategic underpinning for the programme: the vision, outcomes (purpose), design principles and values.

3 The Overall Programme  Cabinet report on the 29 th June to approve the Strategic Framework and Funding for 15/16.  There is the potential for additional resource through a DCLG bid process.  Internal recruitment and programme induction is complete.  Procurement of the external capacity to support TOM work complete.  SROs and Cabinet Link members agreed.  Within the programme the actions linked to the Kerslake Report are progressing well.  Broad support internally and with the IIP to move forward at pace. 4  Create and implement a new operating model and service delivery models for the Council of 2021  Develop a common and embedded understanding of our priorities and outcomes  Integrated long term service and financial plan  Performance management framework COUNCIL OPERATING MODEL Progress:  Strategic Framework agreed and to be confirmed at Cabinet including Vision, Purpose, Outcomes and Design Principles  Partner procured – Deloitte. Mobilisation underway  Corporate Planning methodology finalised based on demand management and influencing the change of behaviours  Customer cohorts identified and workshops scheduled

5  An organisation where the right people do the right things in the right way FORWARD: THE BIRMINGHAM WAY Progress:  The PDR process has been replaced with a new My Appraisal process  360 feedback has been launched, starting with CLT and JNC leaders  Supporting children’s services with a focus on recruitment, retention and performance improvement. Wider culture change work underway, together with broader strategic support to the leadership team  Member Development programme has been designed and in delivery

6  Services designed and delivered around customers’ needs  Providing the best possible customer experience  Customers helping themselves wherever possible  Corporate support services operating in an integrated and efficient way  Deliver savings of 30% in three years INTEGRATED SUPPORT SERVICES Progress:  Baseline data gathered for all support services  Draft future Operating Model has been developed incorporating requirements from all directorates and is under consultation  Early wins have been identified such as starters, leavers and movers process  The HR Restructure is underway  The next stage of Customer Services Transformation is being designed and is integrated with this process

7  Create an outward looking, inclusive approach to the way we operate  Focus on the best interests of the city and those who live and work there  Establish a City Partnership Group and City Vision OUTWARD LOOKING PARTNERSHIPS Progress:  Agreement from partners to develop a simple narrative that will help all partners and partnerships to point in the same direction  Mapping of partnerships is being undertaken by Policy and Equalities  Series of engagement events planned over summer in collaboration with INLOGOV starting on 8 th July

8  Shape and define an effective and efficient framework for political governance that  connects councillors with communities; and  delivers policy direction, overview and scrutiny at a local and city level including executive scrutiny and regulatory functions. POLITICAL GOVERNANCE Progress:  Completing in flight work including remit of District Committees and Ballot for Sutton Coldfield Town Council proposal  Initial scoping undertaken and work starting on outline programme plan  The direction for the programme to be finalised following the resolution of Boundary Commission submission
