4 Board of Commissioners of Public lands (BCPL) Created in 1848 by article X of the State of Wisconsin Constitution How to qualify for a BCPL State Trust Fund Loan: ◦Satisfy Two Simple Criteria 1.Do you represent a Wisconsin Municipality or school district? (Includes towns, villages, cities, counties, lake districts, sanitary districts, and sewerage districts and systems. 2.Are you borrowing for a public purpose? a)Includes energy projects, local infrastructure, economic development, school repairs and improvements, and capital equipment and vehicles. b)Loans less than 10 years –any legal purpose including municipal operations c)Loans over 10 years – must fund a public purpose project d)$35.5 million given back to school libraries in 2015 www.bcpl.state.wi.us

5 Clean Energy Investments in WI Communities that Work Converting 85 street lights from 150-watt metal halide fixtures to LEDs in Prairie du Chien will save the city about 54,728 kilowatt hours per year, an annual savings of about $7,052. The LEDs have a five-year warranty Life expectancy of 50,000 hours of on-time use Run time of 4,300 hours per year Expected life of eleven and a half years Cost savings over 11.5 years estimated at $78,000.
