Special Meeting Boulder Home Rule Charter Section 9: The mayor, acting mayor, or any five council members may call special meetings upon at least twelve hours' written notice to each council member, served personally on each, or left at each member's place of residence. Each council member was provided with notice at his or her residence. Notice was posted and place on the city’s website more than 24 hours before the meeting.

3. Issue The University Hill Business District is facing significant challenges. There is an increasing trend to convert commercial property into high-end student housing. For many properties, such conversions can be done under existing zoning. Staff recommends a moratorium to allow the Planning Board and the Council to consider whether the current trend is in the long-term interest of the community.

4. Proposed Ordinance Would Impose a Moratorium: Effective July 28, 2014 at 5:00 p.m. Until August 20, 2014 Would apply in the University Hill Business District Would direct the city manager not to accept applications that would result in new or increased floor area for: Building Permits Concept Plan Review Site Review At the August 19, 2014 council meeting the council will be asked to consider a longer term moratorium to allow staff to address appropriate development in the University Hill Business District
