JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 4 Training and Online Resources Scoring Training of Trainers Nearly 2,000 participants were trained to administer the 2009-10 edition. Twenty workshops were completed throughout the state from April through June 2009. Three make-up workshops were conducted in August. CELDT Live! Online trainings provide timely, detailed information about test administration and implementation. CELDT Live! online trainings are archived at the CDE CELDT Web page at www.celdt.org/workshops

JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 5 K-1 Reading and Writing First operational test was administered beginning July 1. Separate K-1 test books were produced this year due to the change in contractors. In 2010-11, the K-1 listening, speaking, reading, and writing booklets will be combined.

JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 6 K-1 Reading and Writing (continued) No scale scores will be reported this year; only raw scores will be included on the 2009-10 student reports. Standard setting will take place in January 2010. Plan to take recommended performance level cut scores to the State Board of Education (SBE) in March 2010.

JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 7 Top Five Policy Questions Q Is a child required to take the CELDT if his parents speak both English and another language at home? A If a language other than English is indicated on the Home Language Survey (HLS), then the CELDT is to be administered. Q Are all limited English proficient students required to be tested on the CELDT? A Yes, state and federal laws require all English learners to be assessed. However, Education Code Section 52641.2 does allow parents to dispute the HLS results and a redetermination of primary language can be made. Q Are we supposed to use K-1 reading and writing raw scores for initial identification this year? A No change is being made at this time to the SBE guidelines. You may use these scores with other evidence of a student’s proficiency for local decisions.

JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 8 Top Five Policy Questions (continued) Q What alternate assessments are available for students with disabilities? A The CDE recommends that you work closely with your special education district staff to identify appropriate alternate assessments based on a student’s individualized educational program (IEP) or Section 504 plan. Q Why do I have to complete an answer document for a student who needs to have an alternate assessment to the CELDT as identified in the student’s IEP? A Because this information must be completed for federal accountability reporting. When an alternate assessment is used, the lowest obtainable scale score will be reported for each domain assessed.

JACK O’CONNELL State Superintendent of Public Instruction CELDT Update 2009 9 Summary Results for 2008-09 Annual Assessment results were posted in May 2009. In October 2009, Initial Assessment results will be available on the CDE DataQuest Web page at http://data1.cde.ca.gov/dataquest/. Fewer students were tested this year compared to 2007-08. Apportionment letters will be mailed by November 15.
