Implementation of ISM within a R&D User Facility Mark Engelhard W.R. Wiley Environmental & Molecular Sciences Laboratory

2 W.R. Wiley Environmental & Molecular Sciences Laboratory (EMSL) EMSL is a world-class user facility the 200,000-square-foot facility has played host to visiting scientists, professors, and other individuals from all 50 states and 30 countries who requested use of the facility's resources through a peer-review proposal process provides integrated experimental and computational resources for discovery and technological innovation in the environmental molecular sciences to support the needs of DOE and the nation provides access to the expertise of 200 scientific consultants in the areas of chemical, physical, biological, and computational sciences—and the availability of some of the world's most cutting- edge research equipment EMSL houses 210 unique pieces of equipment in 85 laboratories. In FY ‘07 approximately 1000 proposals were submitted for the use of EMSL capabilities.

3 The Challenge of Performing Research Safely Basic molecular research is conducted and cannot be easily standardized. Research often focuses on development of unique capabilities methodologies that solve scientific problems. It relies on the skill and knowledge of highly qualified staff working in a dynamic environment to identify hazards and implement appropriate controls on a real-time basis. In a user facility, staff from diverse cultures and backgrounds must quickly be assimilated into the safety culture for excellent performance.

4 Enabling vs. Controlling Worker empowerment Flexibility Based On Accountability Empowered = excellent workers safety culture Consensus-based Work Practices People use what they help create EMSL uses an Integrated Operations System (IOPS) DEVELOPED by WORKERS!

5 IOPS enables researchers to work safely – more efficiently & effectively What is Integrated Operations? (IOPS) PNNL’s approach and philosophy for implementing bench-level risk management controls in a facility.

6 Personal responsibility for safety (trust but verify) Every worker at EMSL is personally responsible and accountable for safety. As part of the work agreement, workers must complete necessary training and qualification. Cognizant Space Managers (senior technical staff in the laboratory) implement and monitor conformance to requirements. Managers and subject matter experts support and assess operations. Assessment results are tracked and trended.

7 IOPS is effective because it is Comprehensive and Worker Focused

8 Manager Dashboard and Reports Real-time gauges for every manager’s org Drill-down reports

9 Conclusion – Bringing it all together PNNL has developed innovative tools and a strong culture based on management responsibility and researcher empowerment to assure work planning and control is consistently performed for research activities. EMSL management is committed to assuring that research and development is performed safely by staff and the user community. EMSL staff and visiting users take personal responsibility for safety.
