4 What is ECCO? ECCO An auditable web-based management information system for the delivery and reporting of care and support services

5 What is HACT? HACT has been working with leading social impact measurement expert Daniel Fujiwara, Director of Simetrica, to develop new ways of understanding the value that housing associations create to ensure informed investment decisions. They have created the largest bank of methodologically consistent and robust social values ever produced. The values can also be used within a full SROI or Cost-Benefit Analysis.

WHY ECCO support plans direct staff to contract-designed actions (SMART steps) which also form the audit for achieving outcomes HACT uses large data sets to accurately determine the financial value of overarching outcomes Allows comparisons of the same outcome from any other activity/service

10 Surveys to capture social change Pre-survey:  At the time of needs assessment, SMART steps are identified, and corresponding HACT value outcomes noted  When a SMART step is selected and saved, relevant questions are prompted  The CMS schedules a re-asking of the same questions to prompt the support staff to record changes at a later time Post-survey:  The post-survey asks the same questions as the pre-survey to determine any changes eg changes to employment status  Changes are recorded to claim HACT social values
