FORTUNATELY THIS WON’T BE HARD TO DO BECAUSE ONCE YOU KNOW THE REASONS BEHIND THE ESTABLISHMENT OF ICA AND THE BENEFITS THAT YOU---AS A MECHANIC---WILL RECEIVE---YOU WILL AT LEAST GIVE IT LUKE-WARM APPROVAL.

10 ANSWER: FOR THE LONGEST TIME “ICA” WAS A LOT LIKE THE ELECTORAL COLLEGE, ICA SEEM TO WORK OK IF WE DIDN’T THINK ABOUT IT TOO MUCH. FOR THE LONGEST TIME INSTRUCTIONS FOR CONTINUED AIRWORTHINESS WAS A LOT LIKE THE ROLE THAT THE ELECTORAL COLLEGE PLAYS IN THE ELECTION OF THE PRESIDENT---- (THAT IS THE ORGANIZATION THAT REALLY ELECTS THE PRESIDENT. ) FOR MANY YEARS ICA SEEMS TO WORK OK, LIKE THE ELECTORAL COLLEGE, IF WE DIDN’T THINK ABOUT IT TOO MUCH.

11 ANSWER: BUT WE DID HAVE TO START THINKING ABOUT “ICA” DURING THE RULE MAKING PROCESS FOR THE NEW PART 135, SINGLE ENGINE, IFR, PASSENGER CARRYING RULE (REF: (d)) BUT WE DID HAVE TO START THINKING ABOUT “ICA” DURING THE RULE MAKING PROCESS FOR THE NEW PART 135, SINGLE ENGINE, IFR, PASSENGER CARRYING RULE (REF: (D)

12 PART 135 SEIFR RULE REQUIRES:
ALTERNATIVE SOURCE OF ELECTRICAL POWER STAND-BY VACUUM SYSTEM SO MANY OF THESE ALTERATIONS WOULD BE PERFORMED UNDER A FIELD APPROVAL. THE NEW PART 135 RULE THAT CAME OUT IN May 3, IT REQUIRES AN ALTERNATIVE SOURCE OF ELECTRICAL POWER, AND A STAND BY VACUUM SYSTEM. SINCE THE MAJORITY OF THESE MAJOR ALTERATIONS TO SINGLE ENGINE, RECIP. AIRCRAFT WILL BE APPROVED UNDER A FIELD APPROVAL.

13 PART 135 RULEMAKING FOUND:
THAT NO POLICY OR REQUIREMENTS FOR ICA EXISTED FOR FIELD APPROVED MAJOR ALTERATIONS REQUIRED BY FAR (d) ADDITIONAL MAINTENANCE REQUIREMENTS. IN THE DISCOVERY PART OF RULEMAKING WE FOUND THAT WE DID NOT HAVE ANY ICA POLICY IN PLACE FOR FIELD APPROVED MAJOR ALTERATIONS. WE HAD TO DEVELOP THE ICA POLICY FOR “ALL” FIELD APPROVALS OR THE FAA LEGAL DEPARTMENT WOULD CANCEL FIELD APPROVALS FOR MAJOR ALTERATIONS FOR PART 91 OPERATIONS. SINCE 89 FAA FIELD OFFICES PERFORM OVER 20,000 FIELD APPROVALS FOR MAJOR ALTERATION PER YEAR, CANCELING FIELD APPROVAL PROCESS WOULD HAVE A DEVASTATING IMPACT ON GENERAL AVIATION.

14 PART 135 RULEMAKING FOUND:
SO WE HAD TO DEVELOP ICA POLICY FOR FIELD APPROVALS OR THE FAA General Council WOULD CANCEL FIELD APPROVALS FOR MAJOR ALTERATIONS.

15 OTHER PROBLEMS: WITHOUT “ICA” THE MECHANIC WHO HAS TO MAINTAIN THE MAJOR ALTERATION (CHANGE TO THE TYPE DESIGN) WITH NO MAINTENANCE INSTRUCTIONS IS FORCED TO STRETCH THE TRUTH IN THE LOG BOOK ENTRY. BEFORE ICA CAME ALONG A MECHANIC WHO HAD TO MAINTAIN A FIELD APPROVED MAJOR ALTERATION WITH “NO” MAINTENANCE INSTRUCTIONS WAS FORCED TO STRETCH THE TRUTH IN THE LOG BOOK ENTRY. FOR EXAMPLE. A FIELD APPROVED VCR IN A CORP. JET IS BROKEN. THERE IS NO MANUAL FOR IT. IT IS NOT A PMA OR TSO PART. HOW DO YOU FIX IT? IN THE REAL WORLD YOU TAKE TO A VCR DEALER, HE FIXES IT, THE MECHANIC INSTALLS IT. NOW HOW DO YOU SIGN IT OFF? FIX BROKEN WIRE????????????????????

16 LIKE WHAT? YOU INSTALLED TUNDRA TIRES ON A PA UNDER A FIELD APPROVAL 7 YEARS AGO BUT THEY ARE NOW WORN OUT. WHAT DO YOU DO?

17 LIKE WHAT? YOU SIGN OFF AN ANNUAL/100 HOUR INSPECTION ON AN PIPER WITH 4 MAJOR ALTERATIONS UNDER A FIELD APPROVALS USING THE MFG. INSPECTION PROGRAM. ARE YOU LEGAL?

18 THE SOLUTION THE SOLUTION HERE IS A UNIQUE WAY TO SOLVE SEVERAL PROBLEMS AT ONCE.

19 SOLUTION: SINCE THE RULES WERE ALREADY IN PLACE REQUIRING “ICA” WE DEVELOPED NEW POLICY. FSAW FLIGHT STANDARDS BULLETIN (AIRWORTHINESS) CHANGED THE FAA INSPECTOR’S POLICY ON FIELD APPROVALS TO REQUIRE “ICA.”(dated: ) SOLUTIONS SINCE THE RULES WERE ALREADY IN PLACE REQUIRING “ICA” WE DEVELOP NEW POLICY. FIRST WAS FSAW WHICH CHANGE THE FAA INSPECTOR’S POLICY ON FIELD APPROVALS TO REQUIRE ICA SEE THE HANDOUT!

20 HBAW 98-03 REQUIRES: “ICA” FOR FIELD APPROVED MAJOR ALTERATIONS ONLY.
“ICA” MUST BE ATTACHED TO THE FORM 337. “ICA” BECOMES PART OF THE AIRCRAFT’S INSPECTION PROGRAM. LOG BOOK ENTRY FOR THE MAJOR ALTERATION MENTIONS “ICA.” THE BULLETIN REQUIRED “ICA” FOR FIELD APPROVED MAJOR ALTERATIONS ONLY----NOT---I SAY AGAIN---NOT ---FIELD APPROVED MAJOR REPAIRS!!!! THE ICA MUST BE ATTACHED TO THE FORM THIS IS BECAUSE SECTION REQUIRES THAT MAJOR ALTERATIONS BE KEPT FOREVER—AND YOU WANT TO HAVE A RECORD OF THE ICA WHERE YOU CAN GET YOUR HANDS ON IT THE ICA NOW BECOMES PART OF THE AIRCRAFT’S INSPECTION PROGRAM BECAUSE THE MAJOR ALTERATION HAS CHANGED THE TYPE DESIGN, THE NEW AIRWORTHINESS REQUIREMENTS MUST BE MAINTAINED! THE ICA MUST ALSO BE RECORDED IN THE A/C LOG IN ACCORDANCE WITH SECTION 43.9

“ICA IS CONSIDERED “ACCEPTABLE” DATA ONLY JUST LIKE ANY OTHER MAINTENANCE MANUAL. “ICA” ARE ATTACHED TO FORM 337 TO ENSURE THE “ICA” ARE NOT LOST OR MISPLACED. MECHANICS CAN DEVELOP AN ICA AND HAVE THE FAA “ACCEPT” THEM. ICA FACTS------THIS IS MEMORY REINFORCEMENT!!!! ICA” ARE FOR FIELD APPROVED MAJOR ALTERATIONS ONLY!! “ICA IS CONSIDERED “ACCEPTABLE” DATA ONLY JUST LIKE ANY OTHER AIRCRAFT MAINTENANCE MANUAL. REF: AC THE IA STUDY GUIDE “ICA” ARE ATTACHED TO FORM 337 TO ENSURE THE “ICA” ARE NOT LOST OR MISPLACED. (A MAJOR ALTERATION RECORD IS FOREVER!) MECHANICS CAN DEVELOP AN ICA AND REQUEST THE FAA TO ACCEPT THEM. GIVE CONTROL BACK TO MECHANICS WHO MAKE THE FINAL AIRWORTHINESS DECISION.

22 PROBLEM: INITIALLY BOTH THE FAA INSPECTORS AND INDUSTRY DID NOT LIKE THE NEW POLICY. WHEN ICA HIT THE AVIATION COMMUNITY AND THE FAA FIELD OFFICES ICA POLICY WAS A WELCOME AS A HAIR BALL IN ONE’S COLON. THE BIGGEST COMPLAINT WAS HOW DOES ONE DEVELOP A “ICA”??????????

23 SOLUTION: SINCE THE MAJOR PROBLEM WAS IN THE DEVELOPMENT OF “ICA” A CHECK LIST WAS THE SOLUTION. FLIGHT STANDARDS HANDBOOK BULLETIN FOR AIRWORTHINESS (HBAW) INCLUDED A CHECK LIST FOR “ICA.”(dated ) SINCE THE MAJOR PROBLEM WAS HOW IN THE WORLD DO YOU DEVELOP AN “ICA”??? A EASY TO USE “CHECK LIST” WAS THE SOLUTION.
