3 System Acceptance Working Group Charter Based on a perceived need and desire by both industry and government to establish a formal standardized EVM system acceptance process, the NDIA Program Management Systems Committee (PMCS) a working group to determine if the need exists and, if it does, develop a formal system acceptance process that will meet the needs of industry, their suppliers, and Federal government agencies. Goals & Objectives Develop a methodology for System Acceptance that will: 1) Supplement and/or replace the existing DCMA methodology 2) Meet the system acceptance or certification requirements of all stakeholders (government agencies, DCMA, industry) 3) Provide a standard methodology regardless of the organization conducting the acceptance review (i.e., government agency, 3 rd party, or self- evaluation)

5 System Acceptance Business Case Two Parts Needs & Objectives Strategic Vision Business Need Value Proposition Terms & Definition Current Process Assumptions Constraints / Risks Concept & Analysis Proposed Concept Process, Operators, Acceptance, Outcomes EVM Certification Framework Resource Estimates Cost / Benefits Implementation System Acceptance Working Group These areas were not fully developed

6 System Acceptance White Paper Tasking from November 2004 meeting Addresses three processes to develop a System Acceptance framework for further study / development Certification Surveillance Process Change Concepts and ideas developed in the white paper and business case will be used as the framework for the establishment of an NDIA System Acceptance Guide System Acceptance Working Group

7 Next Steps Consolidate the concepts and ideas in the Business Case, White Paper and Working Group discussions into a System Acceptance Guide Guide will document existing acceptance/certification processes, MOA process, and review member criteria/qualifications EVMIG and DCMA processes Guide will address change control, maintenance and surveillance (reference to Surveillance Guide) The system acceptance process (methodology will apply not only to industry (primes and subs) but also to government agencies OMB will recommend this guide for us by government agencies as it has for other NDIA guides System Acceptance Working Group
