Responded in hiring 6 senior NAVAIR people, increasing staffing of the EVM center from 9 to 30.

Strength through Industry & Technology 11 EVM Contracting Issues and Recommendations  Problems with policy implementation –Retroactive application of 2005 policy and related CDRL –Lack of recommended report tailoring –Duplication of reporting between subcontractor and Prime  Unrealistic realistic baselines  Increase program management and contracting communities understanding of policy  SME review of RFP and contract requirements.  Starting point is an achievable contract schedule and proposal estimate –Emphasis on cost realism –Integrate cost estimating and EVM efforts Issue/ConcernRecommendation
