Who is a Troubled Family? Troubled families are households who meet 3 of the following criteria: –Are involved in youth crime or ASB; –Have children who are regularly truanting or not in school; –Have an adult on out of work benefits; and –Cause high costs to the public purse (with local discretion on how to identify these issues).
