1 Role of HEREs in the Erasmus+ programme HERE meeting Alger

Background 2 Network established in 2008, in the framework of Tempus IV Main aim: to promote modernisation of higher education in the Partner Countries Since the beginning, strong support from NEOs in the organisation of local activities The Executive Agency has a positive experience with an external service provider to organise international training activities for this network

Renewal of HERE teams With the launch of Erasmus+, new HERE teams designated for a 3-year period ( ) Designations agreed between NEOs and National Authorities, endorsed by EU Delegations The Agency set a "target number" of HEREs per country (5 to 15 per country). In total ~250. Recommended to renew 50% of the team 3

Profile of HEREs Representing one of the functions described in the Terms of Reference Highly motivated and interested in the topic Good English language skills (able to participate in discussions & make presentations) Available to travel and to participate in local activities Aim for gender balance, regional balance and a balance of age groups Team should include one student if possible 4

HERE Code of Conduct Sets out basic principles and expectations Signed by each HERE to confirm their commitment Important elements: –Availability and active participation in activities at national level –Making the most of the international training activities –Professional behaviour (image of the country / the programme) Failure to respect the Code of Conduct can lead to the exclusion from the HERE team 5

Local activities HEREs should act as resource persons at national level Local activities planned by the team together with the NEO, based on strategic guidance from National Authorities –Counselling and advising HEIs –Supporting policy making –Organising events –Participating in events –Drafting reports or studies –Giving interviews 6

Contribution to planning of activities Feedback from HEREs is essential for developing the activities offered by EACEA and the SPHERE team First step: Needs analysis carried out in February 2015 with the contribution of NEOs and HEREs  Feedback on past activities  Feedback on the Virtual Community Platform  Suggestions for future events  Role and dynamics of the HERE teams in the local context Feedback is collected after each international event 7

International activities /2 Organised by our service provider, the SPHERE team ("Support and Promotion for HEREs" - University of Barcelona & EUA) selected through a Call for Tender Upcoming activities 1 st semester:  March: Seminar in Serbia "Joint degrees: strategic planning, management, quality assurance"  April/May: Study visit "Learning outcomes and student-centred learning"  June: Study visit "Capacity Building in doctoral education (quality assurance and building doctoral schools)" 8

International activities 2016 Upcoming activities 2 nd semester:  September: Seminar "Qualification frameworks: application and utility from a national and university perspective"  October: Seminar "ESG in action" (revised European Standards and Guidelines for quality assurance and their implementation in universities and agencies)  December: Annual conference (theme to be defined) 2 HEREs are expected to participate to each event 9

To conclude Modernisation of higher education requires the input from committed individuals who are well informed about developments in other countries The HEREs have an important role in supporting the implementation of Erasmus+ in the Partner Countries The international training events organised for HEREs are an ideal opportunity for networking and building contacts between experts in the Partner Countries We look forward to a close cooperation between the HEREs, the NEOs, the SPHERE team and the Agency 10
