Loma Sub Base Coronado Bridge Naval Station San Diego Naval Amphibious Base Coronado Military Facilities Commercial Facilities MTSA Terminals High Visibility Public Sites Hotels, marinas, restaurants Critical Infrastructure To demonstrate the challenges of protecting this port, this shows the close knit geography of these critical and widely diverse activities. It is not that San Diego is the biggest port but in a short 10 mile transit from the tip of Pt Loma to the berths at National City, one would transit by the largest naval complex in the Pacific theater, thousands of hotel rooms, a major international airport, baseball park and convention center combined capable of holding in excess of 100,000 people, the only deep water ship construction facility on the West Coast, critical transportation infrastructure and residence of several hundred thousand people. The deep water channel puts all ships within 500 yards or less to shore. The challenge is maintaining a tactical and strategic maritime awareness where by the economic engine described earlier is safeguarded in a split second environment. National City Marine Terminal

Port of San Diego Initiatives JHOC Fiber Optic connectivity MOA with USN-Mutual Support Participation/Collaboration JTTF (Joint Terrorism Task Force) RTTAC (Regional Terrorist Threat Assessment Center) State Fusion Center 3C’s Program 24/7 HPD on water patrol Fulfilling State mandate public safety role HLS/HPD Outreach Over $30M in grant funding Boats, dive gear, training, communications, CCTV, physical security, training, HPD and Maritime Assets. To meet these challenges we have undertaken on our own or with our partners a variety of initiatives to improve the physical security of the Port and the collaborative network that makes up the region. JTTF participants-FBI managed,,,key federal partners include Drug Enforcement Agencies, CBP, Immigration and Customs Enforcement (ICE) and local law agencies to include full time HPD officer -Conducts proactive investigations -Federally funded through the FBI. RTTAC-Managed by SD Sheriff’s Office, with local law enforcement agencies. HPD has contact with RTTAC but no assigned officer. RTTAC and JTTF co-located in same bldg. (Kearney Mesa) -Disseminates intell products to local agencies. Funding from State grant funding State Fusion Center- State intelligence coordination center in the Sac area. Collaborates with the 4 RTTAC’s 3C’s--3Cs is an independent private communications network which directly connects public safety agencies and encourages inter-agency collaboration. Using tools like video conferencing and streaming video, first responders can work together quickly and easily to determine how best to manage large-scale incidents such as natural disasters or terrorist incidents. The goal is to ensure that any public safety responder have the most up to date information possible when responding to a large-scale incident.
