National Roundtable Workshop Khartoum 25/27 February 2009 Working Group 2: The Role of IFAD in Policy Dialogue in Sudan Sudan Country Programme Evaluation IFAD Office of Evaluation

Summary: The Working Group II made of 12 persons. They have discussed this policy issues and highlighted the importance of IFAD and its contribution to the following issues : 1. Community outreach with its committees, CBOs and Unions (farmers, nomads, women) IFAD achievement in this issue is satisfactory, yet the group recommends more strengthening. 2. State participation it is on and off in policy initiation. The dialogue is recommended to be upgraded, as they have their own constitutions

Summary: 3. IFAD Country Presence: Policy dialogue has been initiated but it needs support in terms of financial, personnel and skills. 4. Generally IFAD works at micro level, it is needed to work at macro level promoting different topics it touched. 5. Agricultural lending policy was initiated and established by IFAD at micro level but it could strengthened more to support the same policy at macro and micro level (microfinance policy now in place )

Summary: 6. Land tenure policies: it was initiated under the CPA but limited by lacking the right pathway of implementation- It needs to be initiated by the Government will support from IFAD and other as appropriated although it is very complicated 7. Participatory approach policy: IFAD worked and achieved excellent work on that at micro level but the Government should accept the approach and replicate and generalize that at macro level along with different development topics and strategies

Summary: 8. Sustainability policies: It is challengeable issue, not yet managed. IFAD is recommended to support with finance and resources to establish the appropriate policy initiatives on sustainability.

Recommendations: The group consider the following: Due to limited time availed for the discussion group the group didn’t go through different tools of framework of analysis Based on the good relationship of IFAD with the Government and the fruitful work done so far by IFAD in policy issue the group recommends the following
