2 Cohesion Policy Effectiveness of Cohesion policy depends on good governance and strong public administration Evaluation recommends that DG REGIO and Member States should co-operate more actively and play a stronger role in:  Further developing institutional capacities  Strengthening leadership in the policy field  Embedding a ‘learning reflex’ in management bodies Main Message

3 Cohesion Policy Recommendations: Institutional Capacities Framework of good governance: promoting more actively higher standards of public administration DG REGIO working more closely with individual Member States: addressing challenges in delivery systems Is there a need for more co-ordination at the EU level as well as stronger and more targeted co-operation with DG REGIO in this field?

4 Cohesion Policy Effectiveness of Cohesion policy management depends on leaders and ‘policy entrepreneurs’ –Strengthening professionalism and leadership in the policy field (‘competency framework’?, ‘leadership programme’?) –Exchange of experience among policy entrepreneurs (‘high level groups’?) Is there a demand in Member States for a more co- ordinated action at the EU level aimed to strengthen leadership? Recommendations: Leadership

5 Cohesion Policy Organisational learning is important for effective and efficient management of Cohesion policy Cohesion Policy Technical Assistance Programme: embedding a ‘learning reflex’ within administrations –Convergence Objective and Regional Competitiveness and Employment Objective –Promoting knowledge exchange and good practice (e.g., twinning initiatives, networks, peer reviews, public recognition of good practice) –Co-operation with other international organisations (e.g. OECD) Is there an interest in Member States to establish such a Programme?
