A consolidated starting point from DFS / AENA / LFV ASAS Thematic Network Workshop Toulouse, Is ASAS /ADS-B needed for ANSP strategy?

International position: ICAO, CANSO, IATA, AEA, EUROCONTROL,… Concept in line with…ANC11 operational changes 1.recognize ADS-B as an enabler of the global ATM operational concept bringing substantial safety and capacity benefits; 2.support the cost-effective early implementation of packages of ground and airborne ADS-B applications, noting the early achievable benefits from new ATM applications; and 3.ensure that implementation of ADS-B is harmonized, compatible and interoperable with respect to operational procedures, supporting data link and ATM applications

ANSP: Needs for ADS-B package 1 strategy ADS-B package 1: It is a new surveillance function (different from the traditional one)  CHANGE IN SURVEILLANCE FUNCTION Package 1 includes air-ground and air-air surveillance Package 1 impacts on ANSP, Airlines and Infra structure responsible

ANSP: Needs for ADS-B package 1 strategy Need to modify / develop functions in the right direction Need for guidance in order to find a more optimal cut between air / ground task redistribution Need common leads with airspace users, need to discuss around the strategy. Able to find synergies, share risks Enable SES implementation and harmonisation of services ADS-B (GS and AS) imply cross-border activities Meet Airspace users requirements on cost efficient services Start to lower the cost base

Package 1: can act as a complement to radar (low levels, additional parameters) ADS-B stations can provide additional services (TIS-B, FIS-B) ASAS operations  Improved operations. Example: sequencing and merging around the TMAs in specific scenarios ADS-B stations respect more the environment  Ecology ADS-B stations: lower Costs! Incentives 2 (2) ADS-B radar

Practically this means… ADS-B and ASAS strategy should address R&D needs –interoperability between 4D trajectory planning and ASAS applications –how to solve transition issues –workload issues for ATCO and pilot –organisational issues –how to cope with failures of system components backup solutions non-nominal cases

……….it also means that…… Strategies of ANSPs should be aligned to GS/AS applications –supported by structured approach of Package I, II and III –ANSPs may select from the set of applications those that are best suited to their operations –interoperability must be assured through common standards –there must be a business case not only for airlines, also for ANSPs essential: validated by supporting simulations with realistic assumptions
